    Summary



    This Management Analyst position is located in the Office of Small and Disadvantaged Business Utilization (OSBDU) within the Office of Information and Resource Management (OIRM). The primary purpose of the position is to perform a variety of highly complex and broad analytical assignments utilizing qualitative and quantitative analysis to review and evaluate administrative operations and management practices for the purpose of improving organizational efficiency and effectiveness.



    Duties


    As a Management Analyst, you will perform the following duties:

    • Serve as an expert in planning, developing, advising on, and executing a variety of comprehensive analytical and evaluative projects and studies in support of the Office of Small and Disadvantaged Business Utilization (OSDBU), and recommends best practices or solutions to management.
    • Provide expert analysis and evaluation of work processes and policies, management practices, and work operations taking into full consideration complex legislative, programmatic and management issues and problems.
    • Prepare comprehensive reports of findings and recommendations considering such factors as actual accomplishments verses established goals, adequacy of existing versus new programs, and cost incurred in the conduct of the program.
    • Serve as a contracting officer's representative (COR) on contracts or works with subject matter experts in the development of contract documents.
    • Conduct market research using draft requirements documents such as Statements of Work (SOW), Performance Work Statements (PWS), Sources Sought Notices, Requests for Information (RFI) and Statements of Objectives (SOO) for contract requirement reviews.
    • Assist in the development and participates in outreach activities for both internal and external events and informs government agencies and industry partners of small business assistance and opportunities offered by the National Science Foundation (NSF) OSDBU and other NSF organizations.
    • Advise managers and officials on management policies and procedures including actions to be taken to accomplish work in accordance with established requirements.
    • Perform other Information Technology (IT) governance duties such as serving as Project Manager (PM) for the OSDBU Customer Experience System throughout the lifecycle and review process and serves as PM of new and ongoing OSDBU initiatives.
    • Assist in the development and maintenance of Frequently Asked Questions (FAQs) and Standard Operations Procedures (SOPs) for OSDBU initiatives and processes. Develop training presentation.
