DISTINGUISHING FEATURES OF THE CLASS A Wide Area Network Manage supervises the work of technology staff; reviews information from school districts to determine if follow-up actions are necessary; participates and takes a lead role in the development of an organizational strategic plan; completes information technology management planning projects; plans and prioritizes all wide area network maintenance; maintains and updates wide area network disaster recovery and backup plans; participates in the budget planning process; installs and manages network protocols; installs, configures and maintains network file servers; initiates corrections for problems with the local and/or wide area network involving computers and data communications software and hardware; diagnoses problems with network topologies; diagnoses local area network hardware component failures and makes recommendations for replacement parts; confers with users, technical staff and vendor representatives to identify network problems; recommends appropriate local and wide area network hardware as needed; assigns work to team members and monitors progress of projects; leads projects involving network management diagnoses and resolves wide and local area network software problems; designs wide area network infrastructure; informs management of problems or potential problems; monitors the local and/or the wide area network for problems of data integrity or performance; installs, configures and maintains Internet instructional technologies and file servers; researches and evaluates new Internet/Intranet products and services for all network systems; tests wide area network hardware, software and peripheral equipment; consults with users, vendors and technical staff regarding the purchase of hardware, software, and networks and upgrades; prepares documentation of networks; participates in committees on network operating system and hardware standards; configures routers and switches for Internet connectivity. TYPICAL WORK ACTIVITIES
    • General and Technical:
    • Assesses and communicates emerging customer needs as it pertains to technology integration.
    • Ensures assigned service areas provide comprehensive support to all district users as efficiently as possible.
    • Develops and maintains consistent service planning/level of service for all technologies offered to district users.
    • Maintains continuous analysis of process improvement efforts and investigates new service options to assure that best practices are offered consistently for district users.
    • Ensures resources are allocated conduct research and develop new projects. Approves prototype and beta test projects, within budgetary constraints.
    • Provide oversight of all problem resolution and addresses performance and timeliness issues.
    • Oversight of project management processes within area.
    • Ensures staff is following BPS Network and Security access protocols.
    • Ensures network security and filtering is maintained at all times.
    • Maintains physical security for the Network Operation Center and Data Centers.
    • In collaboration with other areas, assures the consistent level for all technologies for disaster recovery/business continuity planning and implementation for all technical areas assigned.
    • Team Interactions and Staffing:
    • Maintains congruency between the cross-disciplinary managers and teams.
    • Collaborates by assigning and supporting staff to participate on cross-disciplinary initiatives to support initiatives, no matter what department is directly responsible for the lead on the initiative.
    • Maintains the highest level of commitment among staff to customer satisfaction and service.
    • Evaluates the performance of direct reports and assures that all staff under his/her direction receives annual performance reviews.
    • Identifies and mentors emerging leaders.
    • Ensures priorities of the assigned staff are clearly identified, and addresses conflicts and/or performance issues in a timely manner.
    • Oversees successful implementation and completion of assignments and expects the same of any direct reports.
    • Recommends new hires or staffing plans in the selection of personnel in his/her area of responsibility.
    • Ensures duty statements are aligned with district needs.
    • Ensures that all technical staff receives training appropriate to their expected level of competency, within budgetary constraints.
    • Ensures the appropriate level of access to applications by staff in his/her departments in conjunction with application technical teams.
    • Approves all personnel leave requests, travel request/expenses and requisitions for his/her departments.
    • Budget:
    • Develops and administers the budget and grant activity for area(s) of responsibility including, but not limited to E-rate, as well as contributes to the overall high-level budgeting responsibility for the division.
    • Analyzes revenues and expenditures on an ongoing basis to provide rationale for budget recommendations and projections of services needs.
    • Provides status reports of his/her department's activities and collaborates with other directors as well as the leadership of other divisions.
    • Oversees the RFP and contract development to assure adherence to process.
    • Initiates and follows up on negotiations with vendors for new or expanded services.
    • Other:
    • Represents the district in statewide and regional settings.
    • Participates in or assigns staffs to participate in statewide and national meetings and conference presentations which highlight the district services.
    • Other duties as assigned. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
    • Expert knowledge of computer, smart phone, server and network hardware, software, and peripheral equipment;
    • Understanding of IT System capabilities and limitations and application of same;
    • Understanding of quality monitoring tools and applications;
    • Ability to analyze center reporting tools and applications;
    • Ability to operate a personal computer and smart phone, and utilize common office software programs;
    • Good customer service skills;
    • Ability to learn new systems and technology;
    • Ability to understand and interpret written material and verbal communications; Ability to effectively communicate both orally and in writing;
    • Ability to establish and maintain a good working relationship with others; with tact, courtesy, and integrity;
    • Ability to identify leaders and mentor them;
    • Physical condition commensurate with the duties of the position. MINIMUM QUALIFICATIONS PROMOTIONAL QUALIFICATIONS Continuous and permanent status in the Board of Education as a Chief Microcomputer Technical Support Specialist for one year. OPEN COMPETITIVE QUALIFICATIONS A) Graduation from a regionally accredited or New York State registered four year college or university with a Bachelor's Degree and seven years of experience in data processing which included at least one year of experience in programming and/or maintenance of vendor supplied operating software and one year of experience in the installation and maintenance of LAN operating systems; or: B) Graduation from a regionally accredited or New York State registered two or four year college or university with an Associate's Degree in Data Processing, Computer Science, Business Administration or related field and nine years of experience in data processing which included at least one year of experience in programming and/or maintenance of vendor supplied operating software, and one year of experience in the installation and maintenance of LAN operating systems; or: C) Graduation from a high school or possession of a high school equivalency diploma and eleven years of experience in data processing which included at least one year of experience in programming and/or maintenance of vendor supplied operating software, and one year of experience in the installation and maintenance of LAN operating systems; or: D) An equivalent combination of training and experience as defined by the limits of (A), (B) and (C). NOTE: Verifiable part-time experience will be pro-rated to meet full-time experience Requirements. Proof of education must be presented a time of appointment.
