    Job Summary:
    The Benefits and Payroll Manager will oversee and supervise the organizations benefits and compensation functions.

    This position is responsible for Clare Holdings total rewards program, directing and planning the day-to-day operations of group benefits and compensation programs (group health, dental, vision, short-term and long-term disability, life insurance, and compensation) for all Clare Holdings companies.

    This position is also responsible for ensuring pay is processed on time, accurately, and in compliance with government regulations.

    The Benefits and Payroll Manager will continuously investigate new benefits programs, improve existing programs, and design compensation packages that align with the companys strategic plan.


    Duties/ Responsibilities:
    Ensures salaries and benefits comply with the current legislation about human rights and pay equity.
    Structure compensation in ways that will yield the highest value for the organization.
    Prepares, processes, and maintains accurate records and reports of payroll transactions.
    Ensures compliance with federal, state, and local payroll, wage, and hour laws and best practices.
    Ensures timeliness and accuracy of required reporting and fees.
    Handles enrollments, COBRA, terminations, changes, beneficiaries, disability, accident and death claims, and compliance testing.
    Oversees the maintenance of employee benefits files, maintains group benefits database and updates employee payroll records.

    Gathers employee data and oversees the processing of monthly billings and the preparation of vouchers for payment of administrative fees for all group plans.

    Analyzes current benefits, evaluating the use, services, coverage, effectiveness, cost, plan experience, and competitive trends in benefits programs, and identifies the company's stance.

    Performs plan audits. Submits monthly audit reports to management.

    Required Skills/Abilities:
    Extensive knowledge of the payroll function, including preparation, balancing, internal control, and payroll taxes.
    Excellent organizational skills and attention to detail.
    Strong analytical and problem-solving skills.
    Knowledge of building compensation packages and bonus programs for various departments and seniority levels
    Excellent understanding of job evaluation and job analysis systems
    Hands-on experience and proficiency with HRIS or payroll software
    Familiarity with labor legislation
    Strong supervisory and leadership skills.
    Highly proficient with Microsoft Excel and Office Suites or related software.

    Education and Experience:
    Bachelors degree in Accounting, Business Administration, Human Resources, or a related field required.
    Five years or more of related experience required.
    Certified Employee Benefits Specialist, Compensation Management Specialists, or Certified Compensation Professional preferred.

    Physical Requirements:
    Prolonged periods of sitting at a desk and working on a computer.
    Must be able to lift 15 pounds at times.
