    Duties * You will provide management comprehensive excel/Access/NAVY ERP reports to managers and supervisors in support of funds execution. * You will apply knowledge of Naval Facilities Engineering Command Southwest (NAVFACSW)


    General Fund (GF) concepts, principals, practices, laws and regulations of budgeting as it relates in preparation of the GS Resource Allocation Plan (RAP).

    * You will apply appropriations that fund the command operating budget (Operations and Maintenance Navy (OMN), Military Construction, Family Housing, and Navy Environmental Installation/restoration Appropriation).

    * You will analyze financial management control procedures to implement process improvements for operational effectiveness. * You will perform formulation of budget and estimates to support plans, programs, and activities. * You will present and defend budget estimates, review and evaluate budget requests, control and report obligations and expenditures.

    * You will analyze and recommend costs and benefits of alternative methods of financial management for the acquisition and use of funds to support the organizations programs and activities.

    * You will create/develop spreadsheets, pivot tables for financial analysis and presenting findings to Supervisor and Management. * You will utilize data analytic skills to analyze financial data in charts, graphs and tables using Navy ERP/SABRS.

    * You will apply Fiscal Law regulations to review/accept Incoming Direct Cite Customer funding documents and process all types of documents in Navy ERP.

    * This is a Financial Management Level 1 or 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d.

    Qualifications For GS-12:

    Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

    Specialized experience must demonstrate the following: 1)


    Implementing internal controls and guidance on effective methods for the budgeting and execution of funds to support the organization's programs; 2) Examining, verifying, validating and reconciling fiscal accounts using Standard Accounting, Budgeting and Reporting System (SABRS), Command Financial Management System (CFMS), or another DoD financial system; 3) Analyzing financial data in charts, graphs and tables to portray funds executions; 4) Presenting briefings, metrics, and providing financial advice and recommendations to customers and senior managers; and 5) Providing query management and comprehensive excel reports to manager and supervisors in support of funds execution from systems used to perform daily tasking.

    Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector.


    Specialized experience must demonstrate the following: 1) Appling knowledge of budget execution concepts, principles and practices; 2) Examining, verifying, validating and reconciling fiscal accounts using Standard Accounting, Budgeting and Reporting System (SABRS), Command Financial Management System (CFMS) or another DoD financial system; 3) Developing/using spreadsheets, pivot tables, data analytic skills; and 4) Reviewing complex and unusual funding documents to verify data and accounting accuracy.
