    Responsible for strategic IT project and portfolio management for one business sector or department (i.e., Finance, Engineering, Operations, Business Intelligence & Technology support (Java & .net) etc.).

    IT Program Manager maintains information technology standards and long-term goals by managing staff and coordinating with Stakeholders. Acts as a coordinator between multiple IT projects, researches and oversees implementation of enterprise systems.


    Essential Functions:


    Acts as the IT relationship manager to the business area; manage and prioritize the project portfolio, providing consulting services for building business cases for new projects and facilitate business process analysis.

    Provide leadership in implementing project management best practices and methodologies. Manage multiple full cycle project implementations and track performance, effectiveness, risks and ensure quality and consistency. Supervise and provide personnel performance management for business analysts and development staff. Maintains organization's effectiveness and efficiency by participating in and supporting strategic business operating plans. Maintains quality service by establishing and enforcing organization standards. Maintains professional and technical knowledge.


    Additional Responsibilities:


    Prepare project status reports; perform special assignments as directed by supervisor; prepare yearly performance appraisals of assigned staff; develop and present senior management reporting on projects; perform related work as required or as delegated by supervisor.

    Qualifications


    Training and Experience:


    Bachelor's degree in information systems, business or related area and 5-7 years of experience in implementing and upgrading enterprise systems required.

    Proven leadership and experience as a senior resource in the definition of system scope, gathering and documenting business requirements, technical specifications, security and capacity implications, functional configuration, testing/pilot, client user training.

    Experience collaborating with clients on business process enhancements. Ability to work independently and manage multiple task assignments within a structured implementation methodology. Strong oral and written communication skills. Strong problem solving and troubleshooting skills. Experience mentoring junior staff.

    Desirable Knowledge, Skills and Abilities:
    PMP certification preferred.

    Extensive knowledge of the methods and principles of program management; extensive knowledge of the advantages, disadvantages, functional capabilities and limitations of computer systems; extensive knowledge of common business methods and procedures; considerable skill in exercising leadership, initiative and judgment; considerable skill in interpreting complex problems and developing and implementing effective solutions:
    considerable skill in training and leading personnel through matrix management; considerable skill in reviewing and maintaining program quality control standards; experience with SQL and/or other programming languages; deep understanding and considerable experience with relational databases; considerable skill in the use of program management and presentation tools; experienced in the practice and use of program management planning and estimating tools (e.g. MS Project); ability to maintain effective working relationships with users and the general public; experience in resolving conflict between team members; ability to maintain records and prepare reports.


    SPECIAL REQUIREMENT:
    Must possess valid driver's license issued by the state in which the employee resides.


    Pursuant to MSD's "Substance Abuse Policy and Procedures, this position has been designated as safety sensitive and candidate must pass a Non-D.O.T.

    Drug Test for this position. Employees occupying this position are not subject to Federal (D.O.T.) Drug and Alcohol Testing Regulations.

    Employees of MSD must have a meets expectations performance review.
