    The Air & Space Biosciences Division of the 711th Human Performance Wing within the Air Force Research Laboratory is looking for a Program Manager with a broad range of program management experience, exceptional analytical skills, and a disciplined programmatic approach to provide cross-cutting solutions to Air and Space Biosciences key projects.

    This position will also serve as the deputy to the division program manager.

    The ideal candidate will possess a strong background in project management, biological sciences, and leadership. This role involves a broad range of responsibilities from strategic planning to detailed execution of projects.

    The RHB Division needs to fill the DO/DR /0801/1102/1301/1515/0858/1101 Program Manager Position.


    Key Responsibilities:

    • Employ systematic, disciplined, and quantifiable project management methodologies to advance Division, Product Area Lead, and Core Research Area initiatives.
    • Provide strategic advice to the Branch Chiefs, Section Chiefs, Product Area Leads, Core Research Area Leads, and Principal Investigators on portfolio management, including status updates, deliverable tracking, risk management, and future manpower and financial planning.
    • Oversee project life cycle management, ensuring adherence to cost, schedule, and performance targets.
    • Draft and review contractual documents, assess technical proposals, and ensure compliance with legal and regulatory standards.
    • Foster and maintain strategic partnerships and collaborations across AFRL and with external stakeholders to promote innovation and knowledge exchange.
    • Stay abreast of emerging technologies and research developments outside the organization, providing regular updates to both peers and senior leaders.
    • Plan, organize, and lead workshops, technical exchange meetings, and collaborative forums to drive research excellence and innovation.

    Additional Responsibilities:

    • Develop and implement risk mitigation strategies to address project uncertainties and challenges.
    • Mentor and guide project teams and junior staff, promoting a culture of excellence and continuous improvement.
    • Participate in budgeting and financial forecasting processes, ensuring alignment with project requirements and organizational goals.
    • Contribute to the strategic planning and direction of research areas, aligning with AFRL's mission and objectives.

    Required Qualifications


    • Flexible Length and Renewable Term Technical Appointments. This appointment type is used to appoint individuals who are not currently DoD civilian employees into any scientific, technical, engineering, and mathematic positions, including technicians, for a period of more than one year but not more than five years.

    • Must be able to obtain and maintain a Special Sensitive Clearance.
    • This is a Drug Testing Designated Position. The incumbent may be subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.

    • These are Acquisition Professional Development Program (APDP) positions and require a Level 2 certification (Practitioner). The selectee will have 36 months to meet APDP requirements or waiver must be obtained.

    SPECIALIZED EXPERIENCE:

    Applicants must have at least one (1) year or 52 weeks of specialized experience equivalent to DR/DO-02 in the Federal service or equivalent in an alternate pay system.

    Desired Qualifications


    • Advanced degree in Biological Sciences, Project Management, or a related field.
    • Proven experience in managing complex research projects within a scientific or technical environment.
    • Strong analytical, organizational, and leadership skills.
    • Excellent communication abilities, both written and verbal, with proficiency in drafting technical documents and presenting research findings.
    • Ability to collaborate effectively across multidisciplinary teams and build strategic partnerships.
