    The position partners with City departments and other department staff to ensure timely and accurate processing, reporting and accounting for all payroll related transactions.

    Responsibilities for this position include quarterly and year end tax reporting, managing deductions such as wage earner, child support and garnishments, hiring and evaluating assigned staff resources and implementing and evaluating a strong control environment.

    Oversees the daily workflow of the payroll function, including two direct reports. Provides constructive and timely performance evaluations. Handles discipline and termination of employees in accordance with policy. Oversees procedures and processes and manages inquiries and requests related to preparation and distribution of payroll. Coordinates these efforts for other departments included in the process such as human resources. Processes payroll transactions including salaries, benefits, garnishments, taxes, and other deductions. These duties pertain to both the City's workforce of about 2,000 employees and also to about 1,700 retirees. Maintains or oversees the maintenance of employee records assigned to the payroll function. Ensures compliance with federal and state reporting requirements during the year and at year end. This includes preparation of the 941 and 945 tax returns, Department of Labor returns and other regulatory compliance reports. Facilitates audits by providing records and documentation to auditors. Identifies and recommends updates to payroll software, systems, and procedures. Performs other duties as assigned.

    Minimum QualificationsBachelor's Degree in Accounting, Finance, or other Business related field; with two (2) years of experience in government accounting; or any equivalent combination of education, training, and experience.

    One year of supervisory experience in an accounting setting preferred.
    Must possess and maintain a valid state driver's license with an acceptable driving history.

    Additional RequirementsBackground investigation, including supervised drug screen, post offer/pre-employmentmedical screen; and verification of education, certifications, and licenses required prior to employment.
