    The Department of Revenue (DOR) is currently seeking to fill the A ssistant Director of the Interpretations & Technical Advice (ITA) Divisio n in Tumwater, WA. This is a special and exciting opportunity for a dynamic leader to serve in an amazing organization, doing meaningful work with a dedicated and professional team of tax experts. Assistant Director oversees ITA, which includes providing leadership and strategic direction to ITA; serving as a member of the Department's leadership team; overseeing a talented staff of 42 professionals; and developing expert analysis and recommendations for other Department divisions, the agency Director and Executive Team, and others, on the most sensitive and complex tax policy issues. The work is challenging, exciting, and offers the incumbent a voice in the development of state tax policy. ITA is primarily responsible for providing interdivisional advice on complex tax and other program matters, developing formal and informal public guidance, conducting internal and external training, and developing tax policy.

    Duties

    This position is responsible for leading and providing strategic direction to ITA. This is a senior policy position advising and collaborating with policy makers at the highest levels of the Department and state government in the development of tax policy and laws, and in the interpretation and administration of existing statutes. This position coordinates strategic planning involving the most complex policy issues that require concerted agency strategy to implement across divisions and/or externally. This position works closely with agency senior policy staff to identify and develop agency policy regarding existing and emergent issues with state-wide, industry-wide, and/or national significance.

    This position will also:

  • Oversee ITA's core functions of technical advice, policy tasks, policy projects, public guidance, internal and external education, and binding tax rulings.
  • Advise the Executive Management Team and other Department divisions on tax and other program issues.
  • Serve as the agency's final legal review of all sensitive rule drafts and other interpretive pronouncements to ensure minimal risk to the agency and state of Washington.
  • Set annual priorities for rule making.
  • Represent the Department and Department Director with respect to private sector organizations, governmental groups, public sector organizations and other stakeholders and partners.
  • Manage the fiscal and human resources aspects of ITA.
  • Contribute to the development of agency policies and procedures.
  • Determine when to escalate issues to executive management.
  • Establish and maintain relationships with internal and external stakeholders and partners.
  • Act on requests from the media, academics, and the public on tax and other program issues.
  • Serve on the Department's Leadership Team.
  • Supervise staff and review ITA work products.
  • Qualifications

    The ideal candidate will possess a strong and comprehensive knowledge of the following:

  • Preferred Education:

    Bachelor's degree or higher in business administration, public administration, political science, law, accounting, or closely related field.
