    The CommunityThe City of Bell Gardens is a primarily Hispanic community with a population of just over 42,000 people.

    It is located in Los Angeles County approximately eight (8) miles southeast of the City of Los Angeles, eleven (11) miles north of Long Beach, and 15 miles east of the Los Angeles International Airport.

    The City has an area of 2.4 square miles and shares a common boundary with the Cities of Bell, Commerce, Cudahy, Downey, and South Gate.

    Bell Gardens is considered an integral part of the Los Angeles-Long Beach metropolitan area.
    The Division

    The Housing Division is part of the Community Development Department, which also consists of Code Enforcement, Economic Development, Building & Safety, Planning, Business License and CDBG Administration.

    The Housing Division provides a range of services to improve the quality of life of its residents, including, but not limited to Rent Stabilization and Tenant Eviction Protections (BGMC Chapters 5.62 and 5.63; adopted via Ordinance No. 925), Residential Rental Assistance Program, First Time Homebuyers Program, Owner-Occupied Rehabilitation Program, and Homeless Prevention Services.
    The PositionThe Community Development Department's Housing Division is seeking an experienced Housing Program Supervisor to join their team.

    Under the supervision of the Deputy City Manager / Director of Community Development, the Housing Programs Supervisor is responsible for overseeing the daily operation of various programs, including but not limited, to ensuring the successful implementation of the rent stabilization ordinance, rental assistance program, first-time home buyer assistance program, housing rehabilitation assistance program, as well as engage in program development in the areas of housing, affordable housing and rehabilitation.

    The positions assigned to this classification exercises supervision over the Housing Specialist II, Housing Specialist I, Housing Inspector/Code Enforcement Officer and Office Assistant.

    May act for the Director in his/her absence.

    Examples of Essential Functions

    The Housing Programs Supervisor is a specialized professional/technical class assigned a variety of administrative duties relating to the housing programs administered by the Community Development Department.

    The following tasks are essential for the positions assigned to this classification. Any single position may not perform all of these tasks or may perform similar related tasks not listed here.
    Supervises the daily operations of the Housing Division.

    Oversees the City's Rent Stabilization and Tenant Eviction Protections (RSTEP) Program and ensures compliance with all required documentation and processes, including rental business licenses, rental registry, fair market return applications, rental increase contesting, capital improvement applications, and all other related tasks.

    Oversees the determination of eligibility of applicants according to program guidelines. Oversees the preparation of applications and the amount of assistance for various programs.
    Manages the design, implementation and development of existing and new programs.
    Trains staff, delegates work assignments, and prepares performance evaluations.
    Reviews all files and inspection reports of properties in a variety of programs. Assures such units meet applicable standards. May make property inspections for various programs.
    Prepares and monitors Housing Division budget.

    Maintains a current and thorough working knowledge of relevant guidelines, regulations and laws, including, but not limited to, RSTEP, HUD Section 8, if applicable, CDBG, and Rental Assistance Programs.

    Maintains current and thorough working knowledge of guidelines and principles of affordable housing.
    Reviews bids, cost estimates, title reports, and escrow instructions; makes recommendations to the Director on grants and rebates.
    Acts as staff liaison to Boards and Committees as assigned.

    Acts as staff assistant to Housing Rent Board, if applicable, and provides research analysis and staff reports on a variety of topics including contractor agreements.

    Attends Planning Commission, City Council, and other related meetings as needed per the Director's discretion.
    Performs other duties as necessary.

    Minimum & Desirable Qualifications


    Knowledge of:
    Rent Control Ordinances.
    Affordable Housing Programs and Grants.
    HUD regulations regarding Section 8 Rental Assistance Payments Program and Neighborhood Preservation Program.
    HUD's Housing Quality Standards.
    Landlord/tenant laws and mediation ordinances.
    Principles and practices of supervision.

    Skill and Ability to:
    Communicate with people of all ages, economic, and cultural backgrounds as well as fellow employees.
    Analyze complex written and contractual documents.
    Communicate concisely and clearly in both verbal and written form recommending appropriate financing approaches and processing loan documents.
    Understand, interpret, and effectively apply regulations regarding Rental Assistance.
    Negotiate contracts.
    Assign work, lead, train and supervise employees.
    Evaluate work performance based upon inspection or review of completed work product.
    Training and Experience

    Any combination equivalent to training and experience that could likely provide the required knowledge, skills, and abilities would be qualifying.

    A typical way to obtain the knowledge, skills, and abilities would be a Bachelor's Degree from an accredited college or university in Business or Public administration, or a related field.

    Four (4) years of professional work experience in affordable housing, housing rehabilitation, rent control, or local community development programs; or, ten (10) years professional work experience in aforementioned areas in lieu of education.

    A minimum of two (2) years of experience coordinating or providing technical or general supervision to others is required. A Master's Degree is desirable.
    Ability to speak Spanish is highly desirable.
    License(s) / Certification(s)
    Valid California Class C driver's license and acceptable driving record.
    Physical Requirements

    Work is performed in an office environment with several hours spent sitting and using a computer terminal or standing at the front service counter assisting service users.

    May require travel to attend meetings and conferences.

    Initial appointment is contingent upon satisfactory completion of a City paid physical examination, drug screening, background check and verification of U.S.

    This position is subject to and dependent on the continued availability of funds and the manpower needs of the City of Bell Gardens.

    The successful candidate will be required to satisfactorily complete a probationary period before being promoted to "regular" status.
