The New Zealand Driver Licence Improvement Programme

(DLIP) has been

established

to

oversee improvements to operational processes and practices, and to

establish

a programme of work across government to coordinate and

consolidate

efforts of agencies in the driver licensing ecosystem.
The programme continues to

bring

together work that has been undertaken on driver licensing over the past couple of years,

most recently completing an

end-to-end system review across driver licensing to

identified

current and emerging risks, issues, gaps.

As Senior Business Analyst on the DLIP programme, you will be responsible for developing and delivering process mapping and procedural documentation as required to support implementation of improvement initiatives and opportunities such as; documenting current state processes, identifying gaps and developing new business processes.

In addition you will also be responsible for:
Designing and implementing operational and workflow processes
Taking an active lead in

requirements gathering

,

working closely with a wide variety of

internal and external

stakeholders
Facilitation and working with key stakeholders, being able to explain complex information simply and

usefully
Contributing to workstream prioritisation and planning of initiatives and work

packages
We're looking for someone who is a self-starter and comfortable working with minimal supervision, and will bring:
A pragmatic approach and able to work with ambiguity
Well-developed analytical skills and the ability to evaluate and resolve complex issues
A human centred, people first, approach to all interactions and approaches
An attitude and approach based on experience that supports finding alternative approaches to deliver in an environment of changing demands of NZ Transport Agency Waka Kotahi
Significant and proven experience in Business Analysis with a strong understanding of and experience with a wide variety of analytical techniques and tools across multiple domains
The ability to translate complex ideas into audience appropriate language, including via the use of diagrams, models and prototypes
Knowledge of and experience with agile delivery methods, preferably Scrum

You will demonstrate knowledge of, or a willingness to gain an understanding of Te Ao Māori and promote tikanga and Te Reo Māori.

You will also have knowledge of, or a willingness to gain an appreciation of te Tiriti o Waitangi (the Treaty of Waitangi) as it applies in the public sector.

The purpose of this group is to contribute to an effective, efficient, and safe land transport system in the public interest and to:
Provide

- oversight of the effectiveness of regulatory interventions on outcomes.
Inform

- relevant and responsive regulation by regular monitoring and review.
Ensure

- effective compliance monitoring and management processes of regulated parties to enable system access for people, devices, and networks, by risk targeted and cost-effective regulatory management of the land transport system.

The role of the Regulatory Strategic Programmes team (the Team) is to establish and drive the delivery of strategic and operational improvements programmes that sit within the regulatory portfolio and provide strategic direction and leadership for Waka Kotahi in the delivery of agreed initiatives.

The team will directly lead the programme and project delivery teams and be responsible for their overall delivery.

These initiatives are expected to deliver a step change in achieving a safe, effective and efficient land transport regulatory system in the public interest.
