    Job Description and Duties

    We are considering a Training and Development (T&D) assignment for the HPS II.

    The purpose of DHCS is to provide equitable access to quality health care leading to a

    healthy California for all.

    The Medi-Cal program provides comprehensive health coverage to low and moderate-income Californians and is part of the federal Medicaid program.

    As the Health Care Financing Specialist II (Health Program Specialist II), you will directly support the Fee-For-Service Rates Development Division (FFSRDD) Chief as a highly skilled, technical program consultant in:


    • Developing financing methodologies to advance health care access, quality, and equity for all Californians through high-quality data-driven research and analysis.
    • Administering ratesetting methodologies to finance billions of dollars in health care spending and provide accurate, efficient, and economical reimbursements to providers.
    • Engaging Medi-Cal providers and other stakeholders to inform the policy making process, clearly communicate policies and programs to the public, and provide excellent customer service.
    • Maintaining a collaborative relationship with the Centers for Medicare & Medicaid Services (CMS) to secure federal funding participation for Medi-Cal.


    You will evaluate and research the most complex and sensitive health care financing policy matters and develop timely recommendations for DHCS executive decision makers.

    You will provide project management leadership to coordinate the implementation of processes, policies, and projects across various teams.

    You will provide technical quality review of policy work products developed by staff including new reimbursement policies, State Plan Amendments, Medi-Cal Estimate Policy Changes, regulatory and bill analyses, and responses to inquiries from stakeholders, CMS, control agencies, and the Legislature.

    You will develop standard procedures and guidelines for policy work products developed by staff and will train and mentor health policy staff.

    You will bring the following qualifications and expertise to FFSRDD:


    • Passion for advancing health care access, quality, and equity for all Californians.
    • Knowledge of or ability to quickly learn complex health financing policy issues related to Medicaid/Medi-Cal.
    • Excellent analytical, writing, and problem solving skills.
    • Understanding of basic statistical concepts, good working math skills, and good Excel skills.
    • Experience with quantitative analysis of ratesetting, financial, accounting, audit, statistical, actuarial, budget, economic, or other similar data.
    • Experience researching health or other similar public policy issues and developing policy recommendations.
    • Experience planning and leading staff work for annual operational processes and ad hoc projects.
    • Ability to gain and maintain cooperative working relationships with internal and external stakeholders.
    • Experience engaging external stakeholders to inform policy development and communicating program information to the public.
    • Ability to easily adapt to change and to act effectively under pressure.
    • Good judgment, patience, poise, flexibility, tact, reliability, and dependability.

    Working Conditions


    Telework is based on operational needs for employees who can perform their essential functions remotely and/or whose duties are conducive to teleworking per DHCS' Telework Policy and in accordance with Government Code Sections for employees residing in California.
