    Summary DCSA's Adjudication and Vetting Services (AVS) is looking for a Program Management Specialist to be responsible for managing and coordinating DCSA's enterprise and AVS cross-functional information technology (IT) related activities and initiatives that affect the AVS mission and workforce.

The incumbent reports to the Strategic Integration Chief and is responsible for managing and coordinating on DCSA enterprise and AVS cross-functional information technology (IT) related activities and initiatives that affect the AVS mission and workforce.


    The work includes, but is not limited to:
    identifying, collecting and analyzing IT requirements; documenting/conveying IT requirements and issues to appropriate IT offices; managing cross-functional requirements across the vetting enterprise to mitigate redundancies and system conflicts; identifying resource, training, tools and skill shifts needed to support DCSA and AVS IT initiatives Requirements Conditions of Employment Qualifications The experience described in your resume will be evaluated and screened from the Office of Personnel Management's (OPMs) basic qualifications requirements

    Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

    You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG/GS 12 in the Federal service and are prepared to take on greater responsibility.

    Generally, this would include one year or more of such specialized experience.

    Specialized experience for this position includes:
    Facilitating, developing and/or oversight of IT related operational support initiatives, products, and programs. Identifying, tracking, and solving IT issues. Communicating complex information to and from leadership to a broad and dynamic audience. Employing interpersonal skill tactics such as communication, risk management, change management, teamwork and collaboration to accomplish workload. Proven project management experience.

    Specifically you will be evaluated on the following competencies: 1.

    Ability to effectively communicate in writing and orally to internal and external stakeholders to further the activity

    Conducts research and solves organizational inefficiencies to increase the effectiveness of the organization

    Applies concepts, practices, and techniques to identify, engage, influence, and monitor relationships with individuals and groups connected to the work effort; including those who are actively involved, exert influence over the process and its results, and have a vested interest in the outcomes (positive or negative).

    Education Substitution of education may not be used in lieu of specialized experience for this grade level.
