    The primary purpose of this position is to serve as a senior management and program analyst for Innovation project management, execution, and operational responsibility for the organizations integration and modernization program.

    Responsibilities Analyzes, and evaluates issues, and provides recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations.

    Employs extensive knowledge, expertise, critical thinking, and problem-solving skills to determine the business and technical needs in the acquisition, development, and modernization of security systems, facilities support systems, equipment items, and tools.

    Performs complex and comprehensive analyses and uses systematic, disciplined, and quantifiable approaches to implement, develop, and document projects and to ascertain needed changes or modifications to production methods, procedures, and/or approaches.

    Documents planning and programming recommendations or decisions in appropriate formats to meet Air Force and Major Command requirements.

    Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions.

    SPECIALIZED EXPERIENCE:

    Applicants must have, or have within 120 days of closing date of this announcement at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems.

    Examples of specialized experience includes ???????experience in concepts, principles, procedures, regulations, laws, and instructions applicable to management and program analysis; provides technical and functional assistance to the supervisor in regards to making decisions pertaining to management and program analysis; possesses the technical competencies to perform functional position requirements in management and program analysis; prepares and/or executes programs, policies, procedures and activities in management and program analysis.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS)


    POSITIONS:
    Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level.

    TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of policies, procedures, laws, regulations, entities, missions, resources, operations, capabilities, requirements and associated governing directives related to operational planning, risk assessment methods, and techniques for evaluating competing alternatives.

    Knowledge of typical funds, equipment, and innovation principles of planning and project management, acquisition regulations, practices, and procedures and other disciplines used in security and facility operations.

    Skill in recognizing the inter-relationships of various aspects of assigned programs to integrate and analyze information to evaluate overall program status.

    Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options concerning support agreements, plans, and total force integration as related to installation operations.

    Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and other agencies.


    PART-TIME OR UNPAID EXPERIENCE:
    Credit will be given for appropriate unpaid and or part-time work.

    You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.


    VOLUNTEER WORK EXPERIENCE:

    Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

    Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

    You will receive credit for all qualifying experience, including volunteer experience.

    Education IF USING EDUCATION TO QUALIFY:

    If position has a positive degree requirement or education forms the basis for qualifications, you MUST submit transcripts with the application.

    FOREIGN EDUCATION:
    Education completed in foreign colleges or universities may be used to meet the requirements.

    You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S.

    education program. It is your responsibility to provide such evidence when applying.
