    JOB SUMMARY:
    Performs all activities necessary to process all regular and supplemental payrolls, maintain Human Resources and payroll records, file taxes, remain informed of payroll law and tax changes, maintain FLSA, perform year-end Federal and State requirements, and administer state unemployment procedures. Additionally, the employee in this position is responsible for the administration of employee benefits and providing administrative and HRIS software system assistance for the entire Weinberg Campus and related business units.
    ESSENTIAL DUTIES:
    PAYROLL:
    • Communicates with employees on all levels to answer questions and resolve issues regarding payroll and benefits matters while maintaining extreme confidentiality, professionalism, and clarity. Emphasis on service to all employees.
    • Maintains and inputs the employee record change log each payroll. Typical changes include name, address, tax exemptions, direct deposits, salary and status changes, terminations, transfers, and confirmation of new hire input.
    • Works closely with all government agencies to set up and maintain garnishments, child support, levies, and certain voluntary deductions.
    • Responds to subpoenas and provides appropriate and complete documentation.
    • Maintains and inputs the pay data log for exceptional pay and taxing situations. Calculate and confirm retro pay amounts.
    • Assists in time sheet correction process and entry.
    • Checks all payroll input through various reports and proceeds with direct deposit file download, printing, and inspection of pay statements, posting/closing of payroll and creation and transmission of direct deposit file to M&T Bank.
    • Maintains and documents manual/voided check procedures and forwards to Accounting for reconciliation of the payroll account.
    • Inspects payroll summary reports for consistency. Determines and corrects out of balance conditions, inspects payroll tax reports, and forwards report to finance for deposit of taxes.
    • Prepares and distributes New York State Wage Rate Notices annually, and as required by a change in pay rate.
    • Assists staff accountant with various payroll reports for GL reconciliation.
    • Maintains/informs staff accruals.
    • Prepares annual W-2 statements and reporting.
    • Works with a third-party administrator to prepare and process unemployment claims. Coordinate unemployment hearings and determine appeals.
    • Provides employees with various payroll tax forms which are updated annually. Including but not limited to W4, IT2104, Travel Reimbursements, etc.
    • Maintains and archives all payroll registers, reports, W-2 information, payroll input, tax and unemployment data.
    • Updates and maintains staff increases and increase dates.

    • Handles benefit inquiries and complaints to ensure quick, equitable and courteous resolution. Maintains contact in person, by phone, e-mail or fax, with insurance companies, employees, and beneficiaries to facilitate proper and complete utilization of benefits for all employees.
    • Advises and counsels everyone on the Campus on existing benefits and compensation programs.
    POSITION SPECIFIC COMPETENCIES:
    • Excellent computer literacy, especially in Microsoft Excel
    • Advanced verbal and written communication skills
    • Able to communicate and interact positively with a variety of individuals on a frequent basis.
    • Able to concentrate on detailed and complicated matters on a constant basis, with interruptions. Attention to detail is critical in this position.
    • Able to comprehend oral instructions and remember the same in detail on a constant basis.
    • Skill in organizing resources and establishing priorities.
    • Ability to develop and maintain recordkeeping systems and procedures.
    • A team player with customer focus.
    WORKING CONDITIONS:
    • Prolonged periods sitting at a desk and working on a computer.
    PHYSICAL REQUIREMENTS:
    • Must be able to lift up to 30 pounds at times.
    • Must possess good mental and physical health and pass a yearly physical examination.
    EDUCATION:
    • AAS degree in Accounting or CPP, Business Administration or related field of study required; Bachelor's degree preferred.
    EXPERIENCE:
    • Minimum of three years of experience within an HR team with primary responsibilities for payroll and benefits in an organization of 500+ employees required. In depth knowledge of U.S. payroll tax/withholding laws, FLSA requirements/rules and any related labor laws required. Experience working with timekeeping software such as Kronos or ADP required. Union and non-union experience preferred.
