    Position Summary:

    The Director, Facility Design & Construction supports JHS mission of creating a rewarding client and patient experience by ensuring and facilitating well designed, well-implemented and well-managed capital projects. This position is responsible for the management of high-visibility strategic projects, which span all of the interests of Jackson Health System physical plant and will establish collaborative relationships with Administrators, Clinicians, Technical Staff, Consultants and Vendors as required by specific projects. The position will be a strategic partner to operational leaders to foster growth and sustain or improve current business as it relates to Physical Plant needs. The position will be directly responsible for planning, validating, pricing, and implementing Facilities Design and Construction Capital Projects for their assigned Region from inception to closeout. This includes ensuring stakeholder input and coordination. Develops long-term procurement strategies with the procurement department to support the capital program. The position will solicit and manage the design consultants and design process to ensure efficient use of the organization's capital investment. The position will develop and ensure a standardized and cohesive approach to ensure that the projects completed adhere to JHS standards and all agencies having jurisdiction along with adhering to approved funded scope and budget. The position will effectively supervise the internal senior construction managers, construction managers, assistant construction managers, construction coordinators, and work closely with Finance, Procurement, Budget and other internal departments to effectively meet these goals. The position monitors and reports project progress and offer course correction when necessary.

    Duties and Responsibilities:

    · Supervises and assigns construction project work to in-house or outside contractors.

    · Establishes effective communications in order to plan, coordinate and layout construction project schedules with users (Executive, Nursing, Medical and Administrative Staff).

    · Assists the Vice President of Support Services to develop the construction Projects, budgets and time schedules.

    · Plans, coordinates and supervises through Project Managers, Supervisors and foremen, all construction projects on hospital property.

    · Assures projects are on budget, within schedule, and completed with quality workmanship. Develops and monitors departmental operating budgets. Recruits and supervises an effective support staff and provides creative initiative through training, development and educational programs.

    · Coordinates construction projects assuring minimal disruption of medical services. Reviews, records, monitors and administers all construction projects. Reviews codes for compliance on all construction projects.

    · Records changes in hospital building standards, equipment, and procedures as they relate to construction.

    · Provides reports to monitor cost, time schedules, and effectiveness/productivity of in-house and outside contractors.

    · Establishes departmental goals and objectives with target dates for completion. Inspects all construction projects for code compliance, workmanship, equipment installation, and material, and makes recommendations if any legal claims are necessary.

    · Prepares construction project agenda items as needed for PHT Board of Trustee Committees. Ensures that the Trust receives all guarantees and warranties as they relate to construction projects.

    · Reviews and approves all invoices for construction of hospital projects for accuracy, quality of work, contractual responsibility, and compliance with Board of Trustee approvals. Reviews and approves all change orders to construction projects after consultation with the Administrators of Engineering and Facilities Planning before being presented to the Director and Trust Board for final approval.

    · Provides leadership through planning, organizing, coordinating, continually monitoring and evaluating the quality of services provided.

    · Allocates adequate resources commensurate with authority to assess and improve service provided.

    · Participates in the development, implementation and evaluation of the continuous Quality Improvement Plan to identify improvement opportunities. Communicates the organizations mission and vision to all staff.

    · Ensures staff participation in required educational programs and appropriate orientation and training courses to maintain competency in job skills, knowledge and equipment.

    · Ensures that staff respect the rights, privacy, and property of others at all times, including the confidentiality of information, according to Administrative Policies and all applicable laws and regulations. Performs all other related job duties as assigned.

    Required Qualifications:

    Experience:

    · Generally requires 7 to 10 years of related experience. Leadership experience is required.

    Education

    · Bachelor's degree in related field is required. Master's degree is strongly preferred.

    Credentials

    · State of Florida Registration as a General Contractor, Architect or Engineer is preferred.
