    NATURAL RESOURCES GIS ANALYIS / SCRIPTING SPECIALIST- INTER.

    Your role will be in support of the USFS.

    Responsibilities:
    ·


    Building and maintaining a GIS system, and the building and maintaining of a corporate-wide Intranet site to disseminate geospatial maps and other GIS data.


    • Knowledge of and demonstrated skill in the use of the following software: ESRI GIS products including ArcGIS desktop, ArcSDE for Oracle, ArcGIS Pro, AGOL and associated extensions. ArcGIS Server, Collector, Navigator and Explorer for ArcGIS, PL/SQL Developer, and Microsoft Access databases including numerous other related programs running on a client's Intra/Extranet servers.

    Tasks may include spatial modeling/analysis, slope, volume, area, and hill shade/viewshed analysis, raster rectification, 3D animations and surface modeling, image analysis, cartography, demographic modeling, linear referencing and dynamic segmentation, route analysis, and creation of FGDC compliant metadata.

    Provide ad-hoc training, documentation review and prepare video training modules.
    Additional responsibilities
    ·


    Providing any combination of GIS, GPS/Mobile services to create original mapping, format conversion, infrastructure analysis and facilities management services, database management and report preparation for various customers.

    ·


    Projects require a multitude of applications for a variety of disciplines including, forestry, wildlife, fire, pest management, inventory and modeling, land cover land use analysis, hydrographic and hydrologic profiling, digital orthophoto imagery preparation, planimetric mapping services, demographics, and associated training.

    ·


    Perform a vast array of spatial and tabular queries using the available tools in GIS software, including integration with relational databases.

    Import and export any spatial and/or tabular data with GIS software. Maintain and update major GIS feature classes, As directed.
    ·

    Manipulate and edit geospatial data using GIS Mapping software.

    Create or enhance existing code using advanced scripting languages such as ModelBuilder, Python, SQL, VB.Net, C++, C#, Java to automate GIS tasks and provide custom tools for the region.

    Converts legacy routines to run on the latest GIS and relational database system.

    Coordinates with Database Administrator and National Application team lead to integrate collected data (tabular, spatial, and otherwise) into a comprehensive database.

    ·

    Helps coordinate field data collection, hardware/software (GPS, field computers, etc.) and the data flow processes involved.
    ·


    Produce mid-level or standardized products from source materials in compliance with established customer requirements such as Dashboards, Story Maps, interactive GIS products, data-connected applications with a GIS component, cartographic products, mobile applications (typically smart phone and tablets), and others as requested using government provided software such as Tableau, ESRI products, Python, R, R Studio, Microsoft Office 365 suite of applications and tools such as Excel, PowerBI, Access, PowerAutomate, Visual Basic, and Microsoft Forms.

    All products shall be produced in compliance with Section 508 of the Americans with Disabilities Act.

    When the provided software limits or impedes 508 compliances, the contractor shall document the nature of the limitation or impedance while completing the task.

    Provide support in the areas of collecting and analyzing available data from existing and new sources, transferring and/or mediating data between disparate systems where schemas and frameworks may or may not be compatible.

    Examples include data transfer using government provided tools such as Feature Manipulation Engine (FME).

    This will require establishing new frameworks, tools, predictive models, machine learning algorithms, automation scripts, forms, or other appropriate mechanisms to ensure the flow of information throughout the Forest Service and our external partners.

    Many tasks shall require coordination and collaboration with our USFS Chief Information Office, Chief Data Office, and other organizations within the USFS to ensure work is done in compliance with established guidelines.

    Conduct analysis for the purposes of displaying standard information using spatial data, structured/unstructured data, or a mash-up containing multiple data and media sources such as video and graphics.

    ·


    Performs reviews for information currency and accuracy, contextualizes GIS data and parameters for use in the creation of geospatial models, maps, and other tools.

    ·


    Create and maintain supporting developmental documentation for all enduring projects, including models, programming support projects, tools, algorithms, complex scripts, and similar efforts.

    ·

    Enduring projects will be defined as lasting in operation for longer than 1 month after initial deployment.

    Examples of support documentation include Requirements Specifications, Development Plans with Roadmaps, Product Specifications, Version Descriptions, Test Plans, Test Reports, READ ME files, Configuration Management Plans and others as directed by the government task leads.

    The government shall provide the required minimum content for any requested deliverables.

    Develop reports and presentations related to the findings of their work at an audience appropriate level using standard Microsoft Office Suite tools as provided on their government furnished equipment.

    Audiences may consist of Forest Service Leadership, partners, program managers, peers, and other than data or GIS subject matter experts such as hydrologists, ecologists, forest technicians and others.

    ·


    Reports and presentations will typically be used for informational purposes, decision making, education, articulating trends and patterns, and other needs.


    Desired Skills:
    In addition to the skills required by the contract, it is desirable that proposed personnel mix also have the following skills:



    Coursework and work-related experience pertaining to natural resource management, as well as analytical techniques for modeling and assessing dynamic ecological communities.


    Background knowledge of hydrology, botany, wildfire, geology, soils, vegetation, and infrastructure.


    Knowledge of NEPA processes within a Natural Resource agency.


    Familiar with mobile technology and application development for mobile devices.
    Typical tasks/projects

    Provided below are some examples of current tasks and projects assigned, supported, and completed by personnel in this labor category.

    This is not a definitive list but is meant to demonstrate the mix of skillsets needed by the successful candidate(s):


    Raster processing and statistical analysis


    Write processing routines code for the pre-processing of multi-temporal, high- and moderate-resolution imagery datasets.


    Develop and optimize workflow rulesets in eCognition for object-oriented feature extraction.


    Generate modeling inputs, such as multi-temporal geostatistical outputs.


    Develop techniques and code to extract statistics from high-dimensional datasets.


    Algorithm development and scripting


    Develop new or improve performance of R scripts for raster-based modeling in a multi-core and GPU-enabled processing environment.


    Write and/or modify code libraries for large-scale parallelization of RPC and atmospheric corrections.


    Incorporate CUDA BLAS libraries to improve performance of existing mathematical routines.



    Python and R script development and maintenance to analyze forest structural characteristics spatially and quantitatively from remotely sensed data products.


    GIS and application scripting support for vegetation mapping:
    Provide GIS support for ongoing updates of R5 CALVEG maps. Project-level support includes the development of segments (polygons) and populating feature classes with legacy attributes.



    Python tool development for internal and external use is a requirement for this project to maintain existing tools, as well as the development of new ones as needed.



    The integration of remote sensing outputs, such as incorporating the type and magnitude of disturbances, into existing vegetation feature classes is a critical element of GIS support.

    Other relevant tasks include running statistics at the feature level for modeling steps in the mapping and analysis process.


    Forest structure modeling at the stand level requiring GIS and statistics support.

    Assessment of the correlation between variables, ensuring that all assumptions of the specific statistical modeling technique used are met, and assessing the best fitting model based on multiple statistical diagnostics.


    Several processes in the mapping process are carried.
    ·

    LiDAR analysis and algorithm development.
    ·

    Cataloging and analyzing large LiDAR datasets and the incorporation of data outputs to improve vegetation mapping techniques.
    ·

    Develop code for feature segmentation and shape fitting of terrestrial laser scanning data to estimate individual-tree structural properties.
    ·


    Develop cartographic products and perform live on-screen presentations to show FS personnel and the public how data sets were created, how to interpret the resultant outputs, and present preliminary summary statistics.

    ·


    Automation of multi-scale (i.e., ecoregion subsection, Forest and bioregional scale) analysis of bioclimatic, vegetation, wildlife and other natural resource data.

    ·

    Develop complex SQL queries in consultation with national applications coordinator as well as other resource users. Outputs from these queries include complex spatial and tabular information presented and displayed for resource specialists.
    ·


    Create scripts to identify data discrepancies in current application databases, using information provided by regional data stewards and National Applications coordinator, then provide end users with discrepancy reports and correction direction.

    ·


    Perform landscape level project analysis in support of National Environmental Policy Act (NEPA) using existing applications and apply these project principles across multiple business areas.

    ·

    Using MS Access software to create and develop custom output reports from National Application data.
    ·

    Create final reports, PowerPoint presentations, and AGOL story maps.
    ·


    Manipulate legacy electronic tabular and spatial information provided by regional sources into current data formats and for migrating it into corporate databases.

    ·

    Obtain necessary information from those that collected the data to understand and correct errors that are found.
    ·

    Work in concert with Mobile/Web GIS staff to ensure NRM standards and protocols are used.
    ·


    Develop business specific User Guides to assist program managers (PMs), users and other personnel in bulk data retrieval and display and uploading of geospatial information from corporate databases by creating custom maps, scripts and/or tools.

    ·


    Conduct slope, volume, area, and hill-shade analysis, and various spatial modeling including surface modeling, demographic modeling, travel time and cost analysis, dynamic segmentation, and route analysis.

    Basic statistics for tabular analysis from various data sources. All final products must include complete FGDC compliant or other comprehensive metadata.
    Qualifications
    Education Requirement
    :
    Bachelor's degree in Geographic Information Systems, Forestry, Ecology, Wildlife Biology, Soils, Geology, Hydrology, Geography or Earth Science. Master's degree from an accredited college or university in GIS is highly desired.

    Five years of intensive and progressive experience in a field requiring extensive use of GIS and related tools.

    • Alternative Requirements:


    15 years of intensive and progressive experience in a field requiring extensive use of GIS and related tools accompanied by a High School degree or equivalent.
