RESPONSIBILITIES:
Under the direction of the Senior Program Manager
,
the successful candidate will be responsible for
assisting in
the development
,
coordination
and
de
livery
of
a
portion of
the
overall
Newark Liberty International and Tet
erboro Airports
Capit
al
Plan
and
Operating
Major Works
portfolio
with a focus on landside and terminal projects
.
The day t
o
day responsibilities include, but are not limited to:
s
upervising the daily activities o
f
S
enior Project Managers and Project Managers in the i
ni
tiation, planning, executing, monitoring and close out for assi
gned
projects
;
identifying offsets to
allow additional project
s
to be
entered into the plan,
ensuring compliance with the de
veloped
contract award
plan; review
ing
project scope
to ensure desired outcom
e;
ensuring projects are managed on schedule and on budget,
review
ing
and determin
ing
project
r
isk
s
,
developing
schedule recovery plans;
ensur
ing
key stakeholder involvement in the life cycle of the projects
; will be responsible for coordinating with Engineering Design
,
Program
Management and Construction Manag
ement for quality/timelin
ess/cost efficiency of work delivered
; over
s
ight
and review
of
outside Agency involvement and th
e executi
ng
of
required agreements
. In addition, the su
ccessful candidate will
review and participate in the preparation of
Capital Plan Oversi
ght Committee (
CPOC
),
Gate Review documents
,
Contract Authorization
s,
Board
I
tems and presentations and identify appropriate schedules to advance projects to the Board for authorization
.
Qualifications
:
Bachelors
D
egree
in Eng
ineeri
ng
or Architecture
from an accredited college or university
.
Minimum of 8
years, progressively responsible project management experience in concur
rent, complex
capital
and operating projects; demonstrated experience supporting
design
, construction
and procurement
for construction contracts
.
Demonstrated supervisory experience
.
Demonstrated experience developing inputs, updates and re
conciling the capital pla
n.
Demonstrate
d k
nowledge and understanding of
projects f
unded through
oper
ating budget.
Demonstrated experience coordinating design efforts and/or construction activities.
Possess strong interpersonal, l
eadership, negotiation and problem solvin
g and
decision-making
s
kills
including demonstrated experience interacting with executive Management
an
d
key stakeholders
.
D
emonstrated experience planning, organizing and direc
ting concurrent and complex const
ruction projects and activities.
Demons
trated e
xperience using project management systems and platforms including COGNOS, SAP,
Primavera
,
as well as corporate systems such as People Soft.
Superio
r oral, written and presentation skills.
Posses
s valid drivers license
Successful candidate will be requ
ired to apply, obtain and be able to maintain Security Identification Display Area (SIDA) Card and airfield driving privileges.
Desired:
Registered Professional Engineer or Architect in the State of
New York or New Jersey.
Certified Project Management Professional.
Demonstrated experience with
Port Authority
policies,
procedures and capital authorization pro
cesses related to project development,
implementation
and management. This i
ncludes Board and/or Contract Authorizations and preparation for
CPOCgat
e reviews.
D

strated experience working on Aviation capital projects.
Demonstrated experience managing work groups of Engineers an
d/or Architects.
Demonstrated ability to develop complex strateg
ies to deliver projects and be able to represent the needs of the Agency and Aviation D
epartment to achieve broad business goals in the areas of airport operations,
maintenance, facilities, asset management and airport redevelopment and to understand the impa
ct on various stakeholders within and outside the PA.
Pr
oven ability
to
work on fast paced projects of significant complexity and risk and effectively utilize limited available resources to
achieve complex goals.
Demonstrated customer service, decision-
making, problem solving and interpersonal skills.
Demonstrated experience in the assess
ment of cost benefit and life cycle cost analyses, project planning and devel
opment and risk management protocols.
Demonstrated experience with alternative procurement stra
tegies.
