    Summary:

    The Chief of Police is the leading executive of the Ellsworth Police Department, responsible for keeping the peace, preventing crime, protecting citizens and property, and enforcing laws and ordinances in the City of Ellsworth.

    This position requires a highly responsible and experienced individual who can lead and manage the operations of the police department, ensure the professional conduct of all officers, and foster a strong relationship with the community.



    Essential Duties and Responsibilities:

    Oversee all operations of the police department, ensuring that law enforcement duties are carried out in an effective, efficient, and lawful manner.


    Develop and implement departmental policies, procedures, and regulations, maintaining compliance with federal, state, and local laws.

    Prepare and manage the departmental budgets, ensuring fiscal responsibility and appropriate allocation of resources.

    Direct and supervise the work of police personnel, promoting professional development, accountability, and high standards of ethics and conduct.

    Maintain an open line of communication with the City Manager, City Council, and other government officials regarding department activities and public safety concerns.

    Meet with elected or appointed officials, Planning Board, other law enforcement officials, community and business representatives and the public on all aspects of the departments activities.

    Attend conferences and meetings to keep abreast of current trends in the field; represents the Ellsworth Police Department in a variety of local, county, state, and other meetings.


    Cooperate with County, State and Federal law enforcement officers as appropriate where activities of the police department are involved.

    Foster community trust and engagement through public relations initiatives, community outreach programs, and partnerships with local organizations.

    Evaluate and implement innovative law enforcement techniques and technologies to improve service delivery and officer safety.

    Lead emergency management operations and coordinate with other agencies during critical incidents and natural disasters.

    Handle the recruitment, selection, promotion, and if necessary, disciplinary action within the department, in accordance with city policies and procedures.


    Analyze crime trends and data to develop effective crime prevention and intervention strategies.

    Serve as the primary liaison to external law enforcement agencies and organizations at the local, state, and federal levels.

    Provide regular reports to the City Manager and City Council regarding the departments performance, challenges, and progress.

    Be a vital member of the Citys management team, providing interdepartmental support, contributing to the Technical Review Team process, the Traffic/Public Safety Committees, and providing assistance to the General Assistance Director and other City departments as requested and necessary

    Supervision Received

    Works under the general guidance and direction of the City Manager with additional input and guidance from City Council members.


    Supervision Exercised

    Exercises supervision over all police department staff directly or through subordinate supervisors.


    Minimum Qualifications:
    Fifteen (15) years of law enforcement experience, with at least five (5) years in a supervisory or command position.

    Associate degree from a college or university with a major in police science, law enforcement, criminal justice, public administration or a closely related field

    A Bachelor degree may substitute for up to 1 years of experience

    A Master degree may substitute for up to 2 years of experience

    A Doctoral degree may substitute for up to 3 years of experience

    Certification from an accredited Law Enforcement Academy.

    Must possess or be able to obtain certification by the Maine Criminal Justice Academy or an equivalent out-of-state academy.

    Thorough knowledge of modern law enforcement principles, procedures, techniques, and equipment.

    Proven ability to manage a mission driven team, with strong leadership and organizational skills.

    Excellent interpersonal and communication skills, both written and verbal.

    Demonstrated ability to work effectively with a variety of community groups, external agencies, city officials, and the public.

    Must have a valid drivers license and an acceptable driving record.

    Must pass a thorough background check, including criminal history, professional references, and psychological evaluation.
