    Description

    The Chief Financial Officer is responsible for overall management of the organization's accounting and finance activities including reporting, budgets, investments, cash management, audits, and asset management as well as procurement and Human Resources .

    Reporting to the Chief Executive Officer, the CFO is expected to work collaboratively with all members of the executive team to ensure the safe, efficient and sustainable operations of the organization.

    Under the direction of the Chief Executive Officer and the Board of Directors, the CFO has authority to make investment decisions on behalf of the organization.

    The CFO maintains authority to make resource allocations within their approved budget and workforce decisions within regulatory standards.

    Changes in policy, long-range plans for facilities and capital investments, and substantial budget modifications must be referred to the Chief Executive Officer.

    Organizational Leadership, Strategic Management and Policy Development

    Working collaboratively with all members of the leadership team and key stakeholders both in and outside of the organization, execute the annual strategic planning/budget process.

    Provide direction, oversight and management of policies, procedures and protocols to properly execute activities and requirements related to assigned areas of responsibility.

    Make recommendations for appropriate organization structure and design for efficient and effective operations and oversee the operational management accordingly.

    Operations and Administration
    In collaboration with CEO and executive leaders, develop and manage the annual operating and capital budgets.

    Demonstrated success in owning all aspects of HR operations as a part of a strategic leadership team with an ability to create & execute an innovative HR roadmap and vision aligned with CHA's overall goals.

    Demonstrated experience in employee relations, employment law, compensation, organizational planning, recruitment, organizational development, and employee engagement.
    Demonstrated expertise in handling employment legal claims and developing / implementing risk management strategies.
    ~ Expertise in development and implementation of personnel policies and procedures.

    Work with the Director of Finance on the recruitment, management, and retention of committed and quality workforce for their department.

    Attend and present at CHA Board meetings and Board Finance committee meetings.
    Quality Improvement

    Analyze trends and practices of similar organizations at local and national levels and identify and propose strategies for improvement within the organization.

    Working with executive colleagues, consistently evaluate data, feedback, productivity or other key performance indicators to evaluate their program and operational issues for quality improvement purposes.

    Accounting and Finance
    Oversee and ensure the prudent fiscal management of the organization to enable a positive and strong financial position.
    Ensure CHA's compliance with generally accepted accounting principles.

    Direct and oversee all aspects of the financial audit and ensure a timely completion of the annual independent financial audits and preparation of IRS Form 990 .

    Develop, evaluate, monitor and communicate long and short-term financial objectives and metrics ensuring consistency and alignment with overall strategic goals and objectives.

    An alyze financial information and trends to make recommendations to CEO on findings and recommend corrective measures as necessary.

    Produce monthly financial statements along with analyses showing results in comparison to budget, historical performance and identifying trends.
    Manage the Organization's cash balance for payment of payroll, accounts payable, investment opportunities or required borrowing.

    Provide oversight and direction for the organization's procurement and contracting policies and protocols in compliance with established regulatory and organizational guidelines and expectations.

    Grant Funding and Reporting
    Oversee the preparation of budget for grants and ensure protocols are in place for adequate reporting. This would include the collection and management of data necessary for grant reporting.
    Provide oversight and management of grants in accordance with applicable compliance guidelines and expectations.
    Investments
    Ensure adherence to Investment Policy approved by the Board of Directors.
    Reconcile investments on a monthly basis and report to Board Finance Committee and executive leadership accordingly.
    Bachelor's Degree in Business Administration, with emphasis in accounting and/or finance.

    Prior experience as a manager of financial or budgetary activities or operations may be substituted for the post-secondary education on a year for year basis.

    Ability to clear and maintain stringent federal, state and local background clearances.
    Ten years of experience in accounting and financial management with increasing responsibilities for multi-faceted direction and planning. Non-profit accounting experience is preferred.

    Demonstrated ability in creating and maintaining an organizational culture that attracts, motivates, and retains a diverse and talented staff to meet objectives and provide efficient program execution.

    Extensive business and financial acumen.
    Ability to utilize a mixture of evidence-based analysis, wisdom and judgment to effectively make decisions.
    Knowledge of Generally Accepted Accounting Principles (GAAP) and their application not-for-profit industry

    Knowledge of Government Auditing Standards, Federal Single Audit Guide, State of Alaska Audit Guide and Compliance Supplement for State Single Audits.

    Knowledge in grant funding, reporting and management.

    Knowledge of structuring and directing budget preparation process in order to produce a budget report which is intuitive for its users, yet it meets specific financial objectives of an organization.

    Ability to adjust schedule to support Agency needs, deadlines, or special circumstances which may include working or being available by phone outside of normal business hours, and Holidays and/or weekends as needed.

    Pass federal, state, and local background investigation.
    Position is established in an office setting within the Youth Engagement Center
    Noise level is mild to moderate, consistent with office and residential environments.
    Must be able to move within the office to access files and office equipment.
    Consistently operates a computer and related office machinery.
    Must be able to ascend/descend stairways in case of emergency to exit building safely.
