- Identify and propose solutions for jurisdictional and procedural issues, which arise in cases prior to their assignment to an Administrative Law Judge (ALJ).
- Function as contact person between the ALJ and persons outside the agency.
- Conduct in-depth research and prepare memoranda in all phases of law pertinent to cases before the ALJ, including matters involving the Mine Act and its legislative history, Commission regulations and precedents, the Administrative Procedure Act, statutes governing other administrative agencies, and the various provisions of the U.S. Constitution such as the due process clause.
- Plan, supervise, and evaluate the work of legal assistants, management analysts, law clerks, and attorney-advisors in all Commission offices.
