    Description

    The Long-Term Services and Supports (LTSS) area of Access, Aging and Disabilities (AAD) is seeking a Principal Planning Analyst (PPA) to provide strategic and operational support as a member of the Contracted Case Management Coordination (CCMC) Team in LTSS. This support includes facilitation, communications, and project management related to policy evaluation, reporting/data analysis, process development, performance measurement and stakeholder engagement.

    The mission of LTSS is to collaborate with communities and engage seniors and people living with disabilities to identify their strengths and needs. We offer federal waivers, state plan and community-based programs to support a person's overall health and well-being.

    Location and hours:
    This position is remote. Remote workers may be required to come on-site 0 to 12 days a year for work meetings, trainings, or for any other reasons that their supervisor may deem necessary (may include additional days for onboarding and new employee training). Supervisors will provide as much advance notice as practicable. Based on business needs of this position, hires must live in or relocate to Minnesota.

    In this position, you will:
    • Lead projects within case management in LTSS, developing scope and requirements in collaboration with LTSS leadership, program staff and colleagues in LTSS and AAD to ensure quality deliverables, while managing the overall case management portfolio of project work.
    • Develop implementation plans, goals, objectives, and measurements in partnership with CCMC Team and LTSS leadership.
    • Evaluate program results, analyze workflow, and collaborate on development of data products/reports for CCMC Team and LTSS leadership to support decision making, program planning, funding strategies, performance measurement and disparity reduction.
    • Serve as CCMC Team liaison for LTSS shared functions as appropriate (may include IT communications, surveys, SharePoint, etc.) and lead other LTSS project-based work as assigned.
    Need to have:
    • One of the following:
      • Bachelor's degree or higher in any field and a minimum of two courses in research methods, analysis, statistics, project management, planning or evaluation and four years or more of relevant planning analyst and/or project management experience.
      • Bachelor's degree or higher in data analytics, business analytics, business administration, public administration, research/evaluation methods, statistics, behavioral/social science, public health, computer science/MIS, management science, urban/city, or a related field and three years or more of relevant planning analyst and/or project management experience.
      • Master's degree or higher in one of the fields listed above and two years or more of relevant planning analyst and/or project management experience.
      • Ph.D. degree in one of the fields listed above.

      • Designing and facilitating strategic conversations and planning processes across diverse stakeholder groups.
      • Utilizing Microsoft Office products, including Word, Excel, PowerPoint, SharePoint, Power BI and Teams.
  • Ability to:
    • Help institutions and systems identify and reduce racial disparity.
    • Independently manage multiple projects of varying scale and complexity and delivering intended results.
    • Partner with stakeholders to identify and address change management related needs.
    • Synthesize information and ideas, as well as assessing needs and priorities in ambiguous situations.
