    Lawrence Berkeley National Lab's (LBNL) Building Technology Urban Systems Division has an opening for a Policy Researcher to join the Energy Management Systems (EnMS) Team.

    This position is for a Policy Researcher IV in the Building and Industrial Applications (BIA) Department of the Building Technology and Urban Systems (BTUS) Division.

    The BIA Department engages in research spanning the application and study of a range of technologies, policies, and business practices including those for data centers, laboratories, federal installations, manufacturing facilities, and others.

    The purpose of this position is to ensure operational excellence of research teams focusing on large and complex research programs and development of high value strategic relationships that result in original research and deployment of energy management practices.

    You will primarily serve as the EnMS Team Operations Lead, co-leading the energy management system research program at LBNL with the program principal investigator, the EnMS Team Research Lead.

    Additionally, this position will engage and support development of other teams within LBNL.


    What You Will Do:


    May serve as a project or team lead in energy management system research and technical assistance program activities supported by multiple funding offices.

    May serve as project or team lead for staff development activities and mentorship in order that large teams function effectively together to produce high quality deliverables, improve skills, and build relationships within and outside of LBNL.Support Berkeley Lab institutional goals and objectives.

    May develop internal collaborations with leaders and professionalsMaintaining a productive, effective research culture by fostering diversity, equity, inclusion, accountability and safety principles in all aspects of work and professional relationships.

    Supervise staff.
    Has full PI status upon completion of required training.

    Serving as project and team lead for research and resource development projects related to energy management systems, energy efficiency, and sustainability.

    Developing and ensuring delivery of annual and multi-year goals and objectivesSupporting market adoption of research activities by leading the development of resolutions to significant, unique problems using real world corporate leadership and product delivery experience.

    Contributing to or oversee writing of papers, policy documents, or supporting technical documentationPresent research findings at conference presentations, invited lectures, and participation in professional meetings and advisory committees.

    Managing contractor support of research activities, including technical review of all work products.
    Providing critical review of research activities by applying independent judgment of methods, techniques and evaluation criteria for obtaining results.

    Leading critical stakeholder relationship development aimed at understanding needs, developing coalitions and collaborations, and bringing together various organizations to achieve a diverse and shifting set of objectives.

    Maintaining strong relationships with funding agencies including the Department of Energy to ensure LBNL achieves program objectives and develops additional research projects.

    Overseeing client support and interacting effectively with sponsors on both long-term and short-term needs.


    What is Required:
    A minimum of 12 years of related technical professional experience with a bachelor's degree; or 8 years and a master's degree; or a PhD degree with 5 years of experience; or equivalent experience

    Demonstrated experience in the following:


    Technical knowledge, ingenuity, and creativity in the development of research and deployment projects related to energy efficiency, energy management systems, and sustainability.

    Developing program wide strategic plans.
    Preparing compelling written reports and oral presentations on research results to internal and external groups.

    Program management principles and skills such as program planning, budgeting, and scheduling as well as demonstrated skill in financial analysis, accounting, and budgeting process.

    Effective communication with research sponsors and executive stakeholders.

    Broad expertise and/or unique knowledge related to energy, economic, environmental, market and/or technical research and deployment of energy/ environmental equipment or systems.


    Significant knowledge and understanding of the following:
    Industrial energy demand and uses.
    Significant energy-consuming manufacturing processes.

    Conventional and renewable energy generation technologies and their role in utility electricity generation and distribution, and industrial/commercial on-site electricity generation.

    International energy management standards and application within organizations.
    Industrial systems and processes from a safety, environmental, or operational perspective.

    Ability to work independently, take initiative, and exercise professional judgment in managing, executing, and completing projects and assignments that are primarily intellectual and varied in nature.

    Ability to manage and direct support staff and subcontractors.
    Ability to help define and accomplish program goals and objectives.
    Outstanding verbal and written communication skills, including demonstrated ability to synthesize and communicate information from diverse sources.
    Demonstrated ability to interact effectively with clients and respond to their needs promptly.
    Availability to travel domestically and internationally as needed.

    Level 4:
    The full salary range for this position is $11,915 - $20,108. The budgeted salary range that the Lab reasonably expects to pay for this position is $13,405 - $16,383.

    Salary offers will be commensurate with the final candidate's qualification and experience, including skills, knowledge, relevant education, and certifications, and also aligned with the internal peer group.

    Level 5: The full salary range for this position is $14,104 - $23,801. The budgeted salary range that the Lab reasonably expects to pay for this position is $15,867 - $19,393.

    Salary offers will be commensurate with the final candidate's qualification and experience, including skills, knowledge, relevant education, and certifications, and also aligned with the internal peer group.

    This position is eligible for a flexible work mode. Hybrid, full-time telework or remote work modes will be considered.

    Hybrid work is a combination of teleworking and performing work on-site at Lawrence Berkeley National Lab, 1 Cyclotron Road, Berkeley, CA.

    Individuals working a hybrid schedule must reside within 150 miles of Berkeley Lab. Work schedules are dependent on business needs.
