    Summary

    The Inspector is responsible for conducting HUD's National Standards for the Physical Inspection of Real Estate (NSPIRE) of rental properties located in the RRHA jurisdiction areas prior to approval of any lease and annually/biennially to assure that the owner is meeting the obligations to maintain the unit in a safe, decent, and sanitary condition.

Individuals may perform other duties as assigned, including work in other functional areas to cover absences or relief, to equalize peak work periods or otherwise balance the workload. Assignments may require researching prior inspections, adhering to applicable code, regulations, and housing quality standards. Work is performed under the general supervision of the NSPIRE Inspections Supervisor for the Housing Choice Voucher (HCV) Program.

    Essential Duties and Responsibilities
    • Read, interpret, and implement NSPIRE, HUD regulations, building codes, and RRHA policies;
    • Conduct inspections of units utilized by participants in the HCV program housing units to determine their physical condition and conformance to applicable NSPIRE regulations and HUD guidelines.
    • Identify and record violations/needed repairs;
    • Perform follow-up inspections to determine that required repairs are completed prior to contract commencement or continuance. Make recommendations to the Inspections Supervisor for appropriate follow-up when necessary;
    • Complete inspection reports on a timely basis;
    • Schedule and perform annual, Special and Re-inspections for the HCV program;
    • Deal tactfully with and maintain effective working relationships with co-workers, landlords, program participants, the general public;
    • Prepare clear and concise inspection reports, determining landlord and tenant responsibility for deficiencies and making recommendation to correct deficiencies;
    • Ensure compliance with HUD regulatory annual inspections and quality control requirements related to the Section Eight Management Assessment Program requirements;
    • Meets established performance expectations by completing the required number of daily, weekly, and monthly inspections and reports.
    • Use effective time management techniques to ensure the efficient completion of all assigned inspections.
    • Enter inspection data into an automated data processing system.
    • Perform other duties as assigned.
    Physical Demands and Working Conditions

    Work is performed in both an office setting and on site at housing units.
    • Drive a company vehicle to conduct inspections;
    • Periodically inspect in unsanitary conditions within occupied and unoccupied apartments and houses;
    • Hear and speak effectively to exchange information verbally, in writing, in group settings or individually;
    • See and perceive the full range of the color spectrum to conduct inspections and read a variety of materials;
    • Hand and finger dexterity to continually and repeatedly operate a computer keyboard or electronic handheld device;
    • Bend at the waist or stoop repeatedly, kneel, and crouch;

    • Climb stairs and work from heights; and

    Job Competencies
    • Considerable knowledge of federal and state laws, rules, and regulations governing subsidized housing.
    • Considerable knowledge of various housing programs (mod rehab, HCVP, SRO, etc.) standards.

    Education and/or Experience

    Minimum Qualifications and Experience:

    (The following requirements may be used to evaluate applicants for employment. When applicable, equivalent substitution will be allowed for differences in experience and education.)

    Experience: Experience within housing industry, rental market, property management, HUD/Assisted Housing Program, or training in the field of construction or inspection.

    Education: Education should be that of a college graduate. A.A. or B.A. degree in Business or Public Administration. May be waived if experience and other requirements are deemed to have been satisfactorily met.

    Requirements:

    HUD certification in HQS, or the ability to obtain such certification within one year of employment.

    Possession and retention of a valid Virginia motor vehicle license. Employee must maintain a driving record acceptable to RRHA and its insurance carrier.
