    Manager, Security Operations

    The Manager, Security Operations reports to the Executive Director, Security & Classified Operations and Chief Security Officer. This position is accountable to lead the day to day functions of the Security Operations team which includes personnel clearance security, employee onboarding and offboarding, classified visitor controls, RAND security policy, processes and procedures, SharePoint administration, COMSEC, training and awareness and project management.

    This position will lead operational changes through the development of new processes and procedures, workflows, and standardization to eliminate manual process and increase transparency to research staff. This position will develop and oversee a standard COMSEC accountability and inspection requirements across the cleared RAND facilities.

    Duties

    • Manages the Personnel Security clearance processing team providing direction and guidance to ensure compliance with federal, intelligence and Special Access clearance processing regulations of 32 CFR Part 117, SEAD 3 and the ICD 704 and the DoD Vol 2 Special Access Program (SAP) Security Manual directives.
    • Creates, modifies, and implements RAND's security policies and procedures pertaining to the safeguarding of classified, proprietary, and controlled unclassified information (CUI) and sensitive information.
    • Oversees the implementation of security policies and procedures for safeguarding of classified information. This pertains to personnel security and special programs in accordance with the NISPOM Rule, SEADs, Intelligence Community Directives (ICDs) and Department of Defense (DoD) directives, RAND Standard Practices and Procedures, DD-254s and contracts and other applicable government sponsor regulations.
    • Leads the development of Security Awareness training as required by the 32 CFR Part 117 NISPOM Rule, ICD 503, 704, CNSS 1253 and DoD volumes 1-4. Additionally this position will be required to develop training procedures for how to use new processes for the RAND cleared population.
    • Coordinates with the Defense Counterintelligence Security Agency (DCSA), DoD sponsors, Defense Intelligence Agency, National Security Agency (NSA), Defense Advanced Research Projects Agency (DARPA) and other elements of the U.S. government on inspections, reviews, investigations, and other reportable items.
    • Develops processes to implement COMSEC standards for all cleared facilities..
    • Develops and collects monthly metrics to be reported to the senior leadership
    • Maintains a safe and secure working environment for the company.
    • In conjunction with Executive Director & CSO, determines staffing levels for security staff, interviews and hires new employees, ensures appropriate training, conducts performance reviews, counsels employees, and takes appropriate disciplinary actions.
    • Supervises the daily activities of assigned staff to ensure efficiencies in compliance with corporate, government, contractual, and legal requirements.
    • Develops and administers objectives, operating policies and procedures, budget, and strategic action plans for achieving goals.
    • Assists in developing an annual business plan to include budgets and forecasts.
    • Provides leadership and motivation by establishing clear expectations, communicating specific performance feedback, and giving timely and thorough performance reviews.
    • Oversees the functions of the Personnel Security team, Policy development and implementation, COMSEC, Special Projects, Security education and awareness.
    • Ensures timely, required data is entered into Security's current system of record accurately to support department functions and periodic reports to RAND management.
    • Coordinates the collection and creation of monthly security metrics for RAND senior leadership.
    • Acts as an advisor to management on security issues to ensure compliance of applicable government regulations.
    • Provides advice and assistance to staff as well as to subcontractors on security matters.
    • May assist in assessing contracts, task orders and Requests for Proposals for security implications and advises on the appropriateness, feasibility, impact, or applicability of the requirements.
    • In coordination with the Safety & Emergency Program Manager, supports the Executive Director & CSO with business continuity program (BCP) and crisis management/incident command program for the company.
    • Other duties as assigned.

    Education

    Bachelor's degree or equivalent experience required. Master's degree preferred.

    Experience

    • At least 9 years relevant experience required with a bachelor's degree. In lieu of bachelor's degree, at least 13 years of relevant experience required.
    • At least 9 years of supervisory experience preferred.

    Basic Qualifications

    • In-depth knowledge of the National Industrial Security Program Operating Manual (NISPOM) Rule, DCID/ICD, SEADs, Joint Air Force Army, Navy (JAFAN) regulations, applicable government security regulations, laws, contractual requirements, and other implementing guidance.
    • Knowledge of the Department of Defense Sensitive Compartmented Information Administrative Security Manual (DoD M-1).
    • Must be familiar with the technical and operational aspects of classified computer technology and government requirements. Must be able to develop workflow processes using SharePoint.
    • Requires excellent judgment, discretion and the ability to make decisions on a wide range of topics that affect the protection of national security information.
    • Knowledge of Emergency Preparedness, Business Continuity and Disaster Recovery.
    • Experience with fiscal management and budgeting.
    • Excellent written and verbal communication skills.
    • Strong computer skills in MS Word, Excel, and PowerPoint, SharePoint, Excel, MS Project as well as the ability to learn new computer applications.

    Security Clearance

    Must be able to obtain and maintain a Top Secret U.S. government security clearance.

    Salary Range

    $117,700 - $179,700

    RAND considers a variety of factors when formulating an offer, including but not limited to, the specific role and associated responsibilities; a candidate's work experience, education/training, skills, expertise; and internal equity.The salary range includes base pay plus RAND's sabbatic pay (which provides additional compensation above base pay when vacation is taken).
