    MINIMUM REQUIREMENTS:
    A bachelor's degree from an accredited college or university with major course of study in accounting, finance, economics, insurance, or risk management and one (1) year of professional experience in accounting, examining, analyzing, or auditing financial data within a financial institution, insurance company or other regulated entity, or in the registration of securities or securities dealers; or

    A master's degree from an accredited college or university with major course of study in accounting or business administration, or possession of a Certified Public Accountant (C.P.A.) Certificate; or

    Three years of professional experience as a Financial Examiner/Analyst I or Internal Auditor with the State of Florida.

    Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.

    Requires possession of a valid Driver License.

    JOB DUTIES:

    General:

    Safeguards federal financial resources, which are provided to sponsors and recipient agencies that participate in the Child Nutrition and Supplemental Food programs administered by the Division of Food, Nutrition and Wellness, through financial examinations.

    Coordinates sponsor financial information.

    Consults with, trains and advises all program sponsors in the areas of financial management including financial planning, budget development, accounting, financial statements and reports, financial controls and evaluation, required food service reports and dissemination of information and policies.

    The employee will conduct job duties alone, as a team member, or/and as a review lead.


    Conducts financial assessments in accordance with applicable laws and regulations to determine the degree of organizational fraud risk and allowable cost restrictions when approving applicant sponsors or recipient agencies to operate Child Nutrition and Supplemental Food programs.

    Makes determinations regarding each applicant sponsor's or recipient agency's financial viability, to include evaluating current audits, financial records, budgets, tax returns, recent monitoring reports, contracts and other information necessary to complete a full fiscal evaluation.

    Conducts financial examinations to detect or deter fraud by evaluating sponsor and recipient agency accounting systems for weaknesses. Provides technical assistance for financial compliance to sponsors regarding analysis of obtained financial data. Identifies deficiencies in the financial portion of the program application and provides recommendations to correct the identified deficiencies. Verifies that each finding is addressed with specific corrective action to ensure improvement in FNW program operations.

    Responsible for implementation of the process by which School Food Authorities (SFA) measure their compliance with the requirement to limit net cash resources to a level at or below three months' expenditures.

    Ensures spending plans are timely received and approved to support compliance with the net cash resource limit. Follows up on Net Cash Resource spending plans to ensure completion.

    Responsible for all aspects of the Paid Lunch Equity (PLE) and Nonprogram Food Revenue (NFR) provisions to ensure all sponsors are in compliance.

    Serves as the state agency contact for guidance and assistance on completion of the PLE and NFR tools yearly.

    Monitors each sponsor to see how the provisions of "Price for a Paid Lunch" and "Nonprogram Food Sales" were met and implemented.

    Participates in training webinars yearly to stay current and knowledgeable on all aspects of the PLE and NFR to communicate with sponsors, management and staff.

    Prepares the FNS-828, Paid Lunch Price Report for submission to United States Department of Agriculture (USDA) annually.

    Serves as point of contact for the agency in collection of the data SFAs must report related to paid lunches.

    Reviews data, consolidates and ensures accuracy in reporting and timely submission of the FNS-828.


    Reviews and determines the veracity of program records and other documentation provided to division staff during oversight reviews to justify costs, expenditures, claims for reimbursement or requests for payment.

    Gathers, organizes and analyzes financial and related information to follow the flow of funds through transactions. Pre-approves and tracks all capital expenditures accruing to the SFA's nonprofit school food service funds. Verifies proposed capital expenditures are allowable, necessary and reasonable for the proper and efficient administration of the program. Maintains and updates USDA-approved equipment list. Monitors SFA's indirect cost charges to ensure they are charged at the approved rate and are treated consistently. Ensures SFAs charging indirect costs maintain a documented methodology for accurately allocating indirect costs.

    Confirms that SFAs are utilizing the most current approved indirect cost rate for each fiscal year per the indirect cost rate agreement with the Florida Department of Education.

    Ensures that no retroactive billing of indirect costs is occurring unless an agreement is in place. Analyzes claims and payment requests against federal cost principles and program regulatory requirements.

    Conducts follow-up examinations of sponsors' program records and documentation as necessary to determine if applicable laws and regulations have been violated.


    Analyzes Child Nutrition and Supplemental Food program claims for reimbursement and requests for payment to determine if an improper payment has occurred and the amount of that improper payment.

    Initiates appropriate collection activities. Makes determinations based on the facts found as to whether an intentional program violation has occurred.


    Develops and executes investigatory plans for complaints and reports of misuse of program resources and allegations of fraud or program abuse.

    Assists the division in mitigating the opportunity for fraud or program abuse by designing internal controls and developing policies and guidance on financial management standards.

    Interprets financial data for unusual trends and follows up on fraud indicators.

    Provides training and technical assistance to sponsors in areas of financial management including developing training presentations and conducting periodic webinars, as well as working with the division's training coordinator to facilitate the inclusion and maintenance of financial management competencies in the division's online learning management system.


    Reconciles year-end Summer Food Service Program (SFSP) unused reimbursement of sponsors with internal claims data, approved budget costs, other reported revenue and actual costs incurred.

    Ensures that all SFSP funds are expended in compliance with allowable cost restrictions. Determines and documents how excess SFSP funds will be used by sponsors.

    Assists with the emergency management functions of the bureau during periods of disaster. Performs other related duties as assigned or requested.
