    Description

    Duties

    • Serves as Supervisory Project Lead for assigned Acquisition system and/or related acquisition program.
    • Responsible for all aspects of acquisition to include development, testing, system integration, production, fielding, sustainment and product improvements with a multi-million dollar annual budget.
    • Manages a government team consisting of assigned civilian and military personnel, matrix and support civilian and military personnel.
    • Leads and coordinates the combined efforts of the Army industrial team in expediting assigned program responsibilities.
    • Maintains continuous liaison and monitors collaborative planning with pertinent military users, DA staff and other agencies to render advice and counsel on assigned management activities.
    • Visits industrial facilities, other government agencies and high headquarters to assure adequate program accomplishment.
    • Directs other AMC, DA, and DoD activities supporting the systems to assure proper balance consistent with requirements and available resources.
    • Oversees POM planning, cost estimating, program planning, programming, budgeting, program integration, interoperability and oversight.
    • Directs the development of life cycle documentation for assigned projects and funds.
    • Serves as advisor to officials with broader and higher responsibilities on status of project, progress made, projected future plans, and problems.
    • Supports an understanding of the Command's Affirmative Action/EEO Program.
    • Plans work to be accomplished by subordinates, setting priorities and scheduling completion, assigns work to subordinates based on priorities of programs and projects.
    • Identifies training needs, find ways to improve production and promote team building, recommends awards, and develops performance standards.

    • This position has a Temporary Duty (TDY) or business travel requirement of 25% or less of the time.
    • This position is Special-Sensitive -requiring a Top-Secret security clearance or Special-Sensitive-Top Secret security clearance with Sensitive Compartmented Access and personnel must pass a drug screening prior to hiring and thereafter.
    • This position requires signature of DA Form 5019 (Condition of Employment For Certain Civilian Positions Identified Critical Under the Department of the Army Drug-Free Federal Workplace Program) and must pass urinalysis testing prior to placement.
    • Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest. This position requires pre-employment financial disclosure and annually thereafter.
    • This is a Critical Acquisition Position (CAP). The Army Acquisition Executive (AAE) has identified this position to be an Army Acquisition Corps (AAC) critical position.
    • This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
    • Selectee must obtain the highest Career Category Level of certification in the assigned Career Category/Functional Area. The exception is Program Management, which requires Practitioner or higher Career Level certification.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).     Specialized Experience:
    In order to qualify for this position, an applicant's resume must have at least one year of specialized experience equivalent to the NH-03 (GS-13 equivalent) grade level in the Federal service which includes: (1) Managing system design, development, acquisition planning and programming; (2) Executing all aspects of the acquisition process (such as development, testing, system integration, production, sustainment and product improvement); (3) Tracking and monitoring cost, schedule and performance of project/programs or products; (4) Directing the development of contract strategies, Statements of Work (SOW), Request for Proposals, source selections, technical evaluations and contract negotiations; (5) Preparing and presenting information decision briefings; and (6) Supporting Program Objective Memorandum (POM) planning, cost estimating, budgeting, program integration and oversight.

    This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 (GS-13 equivalent).

    This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.

    Acquisition Back to Basics Certification: Advanced (formerly Level III): This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Program Management) certification within 48 months as of entrance on duty.Education
