- Minimum 8 years of experience developing operational plans that drive defensive or offensive cyber operations.
- Must demonstrate the ability to work with a wide range of partners, preferably including private sector partners, on complex cybersecurity topics.
- Experience in technical writing and editing, as well as cyber incident management, is preferred.
- Excellent organizational skills, attention to detail, and sound skills in written and oral communication is a must
- Identify organizational capability, policy, and process gaps across CISA, USG, and outside stakeholders, and develop plans to refine and improve operational processes and procedures.
- Support CISA in developing and coordinating formal plans for cyber defense operations, to include deliberate and crisis action plans.
- Facilitate operational planning that aligns with policy guidance and agency priorities and authorities among partners to include USG; state, local, tribal, and territorial agencies (SLTT); private industry; and international partners.
- Identify the scope of required planning and develop and manage working groups to ensure representation from all relevant stakeholders across the USG, SLTT, private industry, and international partners.
- Support working groups convened to develop JCDC frameworks, processes, and plans.
- Aid in developing preparatory briefings and talking points.
- Provide research, analysis and recommendations on existing cyber policy and doctrine.

:The Cyber Operations Planner III will provide services on a contract supporting DHS CISA Joint Cyber Defense Collaborative (JCDC).
The ideal candidate will have excellent problem-solving and communications skills as well as previous work history supporting the development of detailed plans for the conduct or support of the applicable range of cyber operations through collaboration with other planners, operators and/or analysts.
This position requires a positive attitude, strong organizational skills, a drive to focus and produce results, and the ability to lead a team to meet objectives and foster strong customer relationships in a complex environment.

The Cyber Operations Planner III will perform among a talented and technically accomplished group of colleagues. On this contract, our team will support the U.S.Government agency across the following activities:
(1) Create strategies, processes, procedures, capabilities, and tools to develop, implement and mature the JCDC Planning Office by spearheading collaboration across federal departments and agencies and the private sector plans for cyber defense operations.
(2) Enable information sharing, coordination, and creation of pre-positioned resources and playbooks necessary to streamline a coordinated protection, detection and/or response activities in lockstep with among the federal government, private sector, and SLTT.
(3) Collaborate the development of additional plans for offensive and intelligence activities in support of cyber defense operations, bringing federal civilian and defense agencies together with the private sector to collaborate on intelligence development and defensive measures
