    OCCUPATIONAL SUMMARY
    100% Grant Funded


    The NC-PAL Administrative Lead will oversee program administration for the North Carolina - Psychiatry Access Line (NC-PAL) and ensure that day-to-day tasks for the development and maintenance of the program are accomplished.

    The NC-PAL Administrative Lead will work closely with the NC-PAL PIs, Directors, and other program leaders and sponsor agencies to align with overall vision and goals for the program, and collaborate with Administrative Lead peer(s) to support consistency in program implementation.

    Duties will vary based on area of expertise, but will be based upon the following position outline:

    Responsibility Est. Effort - 30%

    Program Administration, Stakeholder Engagement, and Communications

    Description


    • Develop program management tools and track progress towards program goals. Utilize implementation science to ensure continual improvement.
    • Facilitate staff, committee, department, and other administrative meetings (ex. across Duke, UNC and the Department of Health and Human Services)
    • Together with Administrative Lead :
    • Plan and convene statewide quarterly stakeholder meetings
    • Present at local, state and national conferences to promote program awareness, sustainability and expansion
    • Organize and schedule public relations activities (ex. newsletters, website design, promotional materials, presentations, publications, press releases, ads and fliers)
    • Maintain liaison with programs, offices and departments at Duke to coordinate program activities
    • Interface with external programs, organizations, and care coordination networks (e.g. Care Management Organizations, Child Psychiatry Access Programs, professional societies, clinic sites, and health departments) to enhance cooperative efforts
    • Advise staff regarding program policy as it relates to pediatric behavioral health across local, state and national initiatives, policies and programs
    • Support the referral coordination and telephone consultation service through regular communication with the Behavioral Health Manager and liaison with referring practices/providers
    • Direct and recommend personnel actions including hiring, performance appraisals, transfers and schedules
    • Oversee work of administrative staff to augment program objectives, provide information on program activities
    Program Development


    • Develop innovative ideas for program enhancement, program protocols, procedures and operating policies, including the expansion or replacement of existing program components
    • Liaise with the Directors to coordinate provider education and related training activities
    • Lead the development and dissemination of REACH Institute PPP Mini-Fellowship for primary care providers including recruitment, curriculum management, CME accreditation
    • Support Department and Division objectives through leadership of and participation in staff wellness initiatives and Diversity, Equity and Inclusion (DEI) committees
    Work closely with clinical leaders to: 30%


    • Partner with at least 2 and up to 5 practices to pilot proactive strategies to support individuals with co-occurring I/DD and SED or SMI within the primary care setting
    • Coordinate the development, utilization, and evaluation of appropriate educational resources and interventions that assist the patient/caregiver in developing the skills for self-care (ex. design Family Partner intervention to pilot as part of NC-PAL)
    • Continually evaluate and improve program implementation activities - Develop, disseminate and encourage staff education opportunities
    Grants, Contracts and Budget Management - 30%


    • Liaise with Grants Manager
    • Develop and track staff FTE through monthly timecard evaluation
    • Monitor, verify and reconcile expenditures of budgeted funds
    • Together with PIs and Directors
    • Communicate with funding agencies to ensure contract compliance with sponsors' requirements
    • Draft contract scopes of work and budgets in accordance with sponsors' requirements
    • Prepare budgetary recommendations for fiscal year requirements
    Program Monitoring and Evaluation - 5%


    • Liaise with the Data & Reporting Team to:
    • Support the development and ongoing maintenance of data management systems including REDCap and Maestro
    • Advise on the development of evaluation plans to monitor program effectiveness using qualitative and quantitative techniques
    • Develop surveys and interview guides to inform program strategies
    • Design data visualization in the form of maps, graphics and figures
    • Support preparation and completion of bi-annual data reporting for funding agencies
    • Investigate, apply and ensure compliance with all regulatory requirements across Duke and UNC IRBs
    Professional development - 5%


    • Remain current with health care developments and relevant medical/legal issues that impact on patient care
    • Participate in continuous quality improvement efforts, regular supervisory conferences, and other professional development efforts identified in conjunction with supervisor(s)

    Experience


    Work requires the ability to plan and administer programs and direct program activities within a specific functional area, generally acquired through four years of related experience.
