The State Recruiting Office will refer all inquiries regarding this exempt position to the Department of Commerce and Consumer Affairs.
The Real Estate Branch of the Professional and Vocational Licensing Division is to provide administrative and regulatory support to the Real Estate Commission ("Commission") in carrying out its statutory duties and responsibilities as the authority of Chapters 467, 514A, and 514B, Hawaii Revised Statutes ("HRS").
The Real Estate Commission is responsible for the licensing, regulation and education of real estate brokers and real estate salespersons.
Other Commission responsibilities also include the registration of condominium property regimes, registration of condominium associations, condominium hotel operators, condominium managing agents, real estate schools and instructors.
In addition, the Commission serves as a trustee of the condominium education trust fund, the real estate education fund, and the real estate recovery fund.
The condominium education trust fund is intended to promote the advancement of education and research in the field of condominiums for the benefit of the public and real estate licensees.
This position administers the registration of condominium projects, condominium associations and other related duties including but not limited to legislative and rule making duties within the Branch pursuant to chapters 514B, HRS.
Education:
Graduation from an accredited college or university with a baccalaureate degree.
General Experience:
One and one-half (1-1/2) years of progressively responsible professional work experience which required a high degree of analytical skill.
Such experience must have involved gathering, evaluating and analyzing facts and other pertinent information required to resolve problems and/or to determine and recommend appropriate courses of action.
Possession of a master's degree from an accredited college or university may be substituted for one (1) year of General Experience.
Specialized Experience:
Two (2) years of progressively responsible professional work experience in any field which involved work such as monitoring, evaluating or conducting studies and analyses of programs or projects to make recommendations for the development or revision of standards, policies, procedures or techniques; gathering and analyzing data to determine conformance with standards and requirements and recommending improvements or developing training materials; giving technical advice and direction pertaining to program standards, requirements or techniques.
Possession of a Juris doctorate (J.D.) degree from an accredited school of law may be substituted for two (2) years of Specialized Experience.
Knowledge:
Familiarity with real estate law, business English, spelling, arithmetic, computer and various software applications, usage of various office equipment, records maintenance systems, office practices and procedures.
Skills/Abilities:
Ability to read and understand legal document and research state, county and federal law. Strong capacity to analyze development/legal issues.
Writing ability to summarize issues, and research findings and purpose recommendations for the consideration and decision of the Real Estate Commission.
Capacity to handle public interactions via telephone and in person.Utilize computer and various software applications at an acceptable rate of speed and maintain an effective work pace under deadlines.
Strong analytical and critical thinking skills required.Legal Authorization to Work Requirement:

EXEMPT BENEFITS
This is a non-civil service position.
Benefit information will be provided at time of offer by the Department Personnel Officer or Director of the hiring department.
Listed below is a summary of the benefits the State offers to exempt employees, which is based on full-time employment.
Paid HolidaysEligible for 13 paid holidays each year; 14 holidays during an election year.
Paid Vacation
Eligible for 21 days per year.
Paid Sick Leave
Eligible for 21 days per year.
Other Leaves
Reasonable time off with pay may be provided for jury or witness duty, a death in the family, some military duty, and donation to the Blood Bank.
Leave sharing donations may be granted to eligible employees who have serious personal illnesses or injuries or need to care for a seriously ill or injured family member.
Various leaves without pay may also be granted with full re-employment rights.Health Insurance
The State pays a part of the premiums for each employee's enrollment in a State sponsored Medical, Drug, Vision, and Dental Plan.
Group Life Insurance
The State provides a free life insurance policy for eligible exempt employees.
Retirement Plan
The State contributes to a retirement plan for eligible employees.
Generally, employees under the Hybrid Plan with 10 years of credited service and who have reached 65 years of age or have 30 years of credited service and have reached 60 years of age may retire and receive benefits.

Participating exempt employees may increase their take-home pay by having the State deduct the cost of health care premiums before payroll taxes are withheld.
Eligible exempt employees can reduce their federal and state income taxes and social security taxes by setting aside money from their paychecks to pay for eligible out-of-pocket health care expenses and eligible dependent care expenses on a BEFORE-TAX basis.
Participating employees may increase their take-home pay by having the State deduct qualified transportation expenses (i.e. eligible parking fees, monthly bus passes for TheBus, fare coupons for The Handi-Van, Vanpool Hawaii participation fee, etc.) through pre-tax payroll deductions.
Deferred Compensation
The State offers exempt employees a tax-deferred retirement savings program. This program allows employees to build a retirement nest egg through voluntary, pre-tax payroll deductions. A broad range of investment options are available to select from.
Temporary Disability Insurance
Qualified exempt employees may be eligible to receive partial wage replacement, at no cost to the employee, for a disability caused by a non-work related injury or illness under this program.
As an employer, the State also contributes to an exempt employee's social security account.
Training & Continuing Education
The State supports developmental activities related to an exempt employee's work. In many departments there are numerous in-service training opportunities available. Sabbatical leaves with pay are available for qualified employees.
Travel Expenses
The State may pay for certain business related travel expenses including mileage reimbursement for use of a personal car during work, airfare, meals and lodging expenses for trips to neighbor islands or out of state.
Exempt employees may have the right to join the union for collective bargaining with the State and employee representation depending on the status of the exempt position.
