    Position Summary

    :

    The Contract Compliance Assistant monitors contracts to ensure that MWDBEs are provided the maximum opportunity to obtain and perform on county contracts while ensuring compliance with Allegheny County's goals. The Contract Compliance Assistant follows MWDBE commitments and utilization through contract completion, and addresses MWDBE concerns, providing conflict resolution as needed. The incumbent reports directly to the Deputy Director.

    Overview:

    The Minority, Women, and Disadvantaged Business Enterprise (MWDBE) Program provides opportunities for Minority, Women, and Disadvantaged Business Enterprises (MBEs, WBEs and DBEs) to participate in County contracts. The Department certifies business enterprises as disadvantaged according to Federal Regulations and provides services and resources to help grow their business.

    Duties:

  • Assists in the review and processing of proposed MWDBE participation documentation provided by prime contractors.
  • Enters contracts in the contract compliance system and assists with contract management.
  • Reviews and compiles data to generate reports.
  • Corresponds verbally and electronically with county employees, vendors, agencies, etc.
  • Monitors monthly MWDBE reporting.
  • Assists vendors with compliance reporting.
  • Provides problem resolution for outstanding contract issues.
  • Represents the department at construction progress meetings and additional meetings, as required.
  • Sends out bid notifications to MWDBEs.
  • Performs other duties as necessary.
  • Knowledge, Skills, and Abilities Knowledge of:

  • Government contracting process.
  • Code of Federal Regulations (CFR) Section 49: Parts 23 & 26.
  • MWDBE Guidelines and Good Faith Efforts.
  • Contract compliance.
  • Compliance software.
  • Prime contract and subcontractor relationships.
  • Conflict resolution.
  • Skill in:

  • Microsoft Windows and Office Suite (Word, Excel, Outlook, etc.)
  • Contract Compliance Reporting Systems.
  • Financial Reporting Systems.
  • Document Management Systems.
  • Ability to:

  • Ensure accurate calculations within application packages.
  • Organize and maintain records.
  • Work effectively with minimal supervision, alone and in a group.
  • Efficiently manage time, tasks, deadlines, and multiple priorities simultaneously.
  • Communicate clearly and persuasively, orally and in writing.
  • Establish and maintain active working relationships with staff, customers, and external organizations.
  • Learn new and relevant computer programs and software.
  • Residency: Allegheny County within 1 year.
