    The Agency for Persons with Disabilities works in partnership with local communities to support people with developmental disabilities in living, learning, and working in their communities.

    APD provides critical services and supports for customers with developmental disabilities to reach their full potential.

    The Agency serves people with spina bifida, autism, Down syndrome, children ages 3-5 at high risk of developmental disabilities, cerebral palsy, Prader-Willi syndrome, Phelan-McDermid syndrome, and intellectual disabilities.

    There is no charge or co-payment for services provided through the Agency.

    SPECIFIC DUTIES AND RESPONSIBILITIES
    Employees of the Agency for Persons with Disabilities are required to demonstrate total commitment to outstanding customer service.

    Duties and responsibilities include, but are not limited to, the following:


    This position reports to the Agency for Persons with Disabilities' Contract Administrator and serves as a designated (APD) employee responsible for the development and implementation of strategic plans, policies, procedures, and directives pertaining to contract monitoring, the Florida Single Audit Act (FSAA), the Florida Accountability Contract Tracking System (FACTS) and the OMB Circular A-133.

    The position requires the ability to work independently, as part of a team, and/or as a team leader to achieve common goals in an effective and efficient manner while maintaining a high level of professionalism.

    This position requires independent decision-making within parameters of established laws, rules, regulations, policies, and procedures. This position requires travel to Agency locations for work purposes.


    Assist the Contract Monitoring and Oversight Manager with designing, developing, implementing, evaluating, and improving agency procedures, processes, and strategies for the evaluation of contracted service providers to ensure compliance with applicable laws, rules, regulations, policies, procedures, and contract terms and conditions.

    Researches and interprets applicable laws, rules, regulations, policies, procedures and applies them to documented results of monitoring activities to determine level of provider performance and compliance.

    Performs annual risk assessments; schedules, plans, and prepares for reviews; documents and reports findings; and manages various reporting systems, documents, records, etc.


    Designs, develops, and implements training programs and strategies pertaining to contract administration, management, oversight and monitoring to maximize efficiency and effectiveness, and ensure compliance with applicable laws, rules, regulations, policies, procedures, and directives.

    Designs, develops, implements, evaluates, and improves agency communications pertaining to the administration, as well as management and monitoring activities.

    Monitoring activities include, but are not limited to, working with programs and operations staff, contract administration staff, contract managers, providers, and other agencies' staff.


    Assists in coordinating and conducting statewide meetings, conference calls and video conferencing with APD staff, auditors, and providers on matters pertaining to contract administration, management, oversight, and monitoring.


    Maintains and assists with the coordination of all contract-related information for the Agency in various reporting systems such as the Florida Accountability Contract Tracking System (FACTS) and internal tracking systems.

    Provides support and technical assistance to Agency end-users in navigating the various systems.


    Reviews audit documents submitted by contracted providers who are sub-recipients of state and/or federal financial assistance and subject to Florida Single Audit Act (FSAA) and OMB Circular A-133 reporting requirements and fulfills subsequent agency reporting requirements as needed to ensure compliance with applicable laws, rules, regulations, policies, and procedures.


    Designs, develops, implements, evaluates, and improves agency procedures, processes and strategies pertaining to the FSAA and OMB Circular A-133 to maximize efficiency and effectiveness, and ensure compliance with applicable laws, rules, regulations, policies, procedures, and directives.


    Conducts periodic contract manager file reviews as assigned and documents findings; accordingly, and conducts follow-up reviews of files requiring corrective action.

    Participates in training opportunities pertaining to contracts, procurements, contract oversight and monitoring, and related issues.

    Attends internal and external meetings as required.

    Executes special projects/assignments and performs other duties as required.

    REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES


    Ability to :


    Ability to collect, evaluate and analyze data to develop alternative recommendations and solutions, document workflow and other activities relating to improvement of operational and management practices.

    Ability to organize information into logical formats for presentation in reports, documents, and other written and visual materials.

    Ability to conduct research; utilize problem-solving techniques; work independently and/or as a team member.

    Ability to apply applicable laws, rules, regulations, policies, and procedures relating to operational and management analysis activities.

    Demonstrate Skills in :
    Experience working with Microsoft Software Programs.


    Knowledge of :


    Knowledge and understanding of contract and procurement laws, rules, regulations, and related Agency policies and procedures Knowledge of state building codes and the Americans with Disabilities Act (ADA) related requirements.

    Knowledge of principles, techniques, materials, and equipment used in building construction.

    Knowledge of engineering design, construction, production and/or operations; and the ability to monitor and inspect building projects.


    POSITION REQUIREMENTS
    Must have professional experience in Contracts, Program/Case Management, and/or administrative or programmatic monitoring and oversight.

    Must have experience developing and/or implementing policies, procedures, processes, or operational strategies, and other related documents.

    Must have experience providing support and/or technical assistance to internal and/or external stakeholders.


    Must have experience working with or knowledge of the Florida Contract and Accountability Tracking System (FACTS), Florida Single Audit Act (FSAA), and the My Florida Marketplace System (MFMP).

    Required travel as needed to Agency locations for work purposes.

    Must have experience working with Microsoft Office software programs.

    Must become certified as a Florida Certified Contract Manager within the first year of employment.


    Must have a valid driver's license or other efficient means of transportation as this position requires travel to Agency locations.

    Must have a high school diploma.

    BACKGROUND SCREENING REQUIREMENT
