    Job Summary

    In the Employment and Training Programs Division, our work is centered around equity, transparency, integrity, timeliness, and community partnership. The Employment and Training Programs Division works within the Workforce Development Division, helping job seekers meet the employment needs of employers.

    The Adult Career Pathways programs provide adults who traditionally face multiple barriers to employment and who need enhanced educational and supportive services to be successful in securing long-term, family-sustaining wages.

    Our grants work to eliminate racial disparities and large economic gaps in Minnesota, to increase Minnesotans' literacy and access to high-growth and high-wage jobs, and to increase the number of women in high-wage, high-demand, nontraditional occupations.

    Duties include:
    • Plan, develop, administer, evaluate, monitor, and manage the statewide efforts in the Special Appropriation Grant Program and a number of the capital projects and activities within the Employment and Training Program's (ETP) Office of Adult Career Pathways (ACP) in DEED's Workforce Development Division.
    • Responsible for the administration, interagency coordination, program/policy development and implementation, technical assistance, reviewing projects, grant management, and project closeout, including monitoring the final project for special approvals, which are state bond funds or general funds awarded by the legislature to specific projects throughout the state.

    Qualifications

    Minimum Qualifications

    To receive credit for your education and experience, your resume should clearly describe how you meet each minimum and/or preferred qualification listed, including dates of employment.

    Three (3) years* experience administering contracts and/or grant programs with knowledge of employment and training programs structures, laws, regulations, policy development and implementation.

    *Bachelor's degree in vocational rehabilitation, education, public administration, human resources, business, social service, or other closely related field as determined by the agency may substitute one year of experience; master's degree substitutes for 18 months of experience; PhD substitutes for 24 months of experience.

    Applicants that meet the above minimum qualification will be further evaluated on the following:

    Experience with fiscal and/or program outcomes, practices, and principles sufficient for reviewing grant financial reports and recognizing problems.

    Experience in conducting research, using analytical and problem-solving skills to research regulations and policies.

    Proficiency in personal computer applications (i.e., Microsoft Suite) and client/case management applications or systems, such as Workforce One (WF1).

    Ability to establish and maintain effective working relationships with federal, regional, state, and local governmental and non-profit organizations.

    Incumbent must maintain valid driver's license, & insurance, OR have other reliable transportation.

    Preferred Qualifications

    Bachelor's degree in vocational rehabilitation, education, public administration, human resources, business, social service, or related field as determined by the agency.

    Proficient in using case management systems like MAXIS or similar applications.

    Ability to manage multiple projects and handle complex budget situations, including redirecting funding.

    Experience with state and/or Federal grants, including financial review.

    Demonstrated proficiency in project management and supporting equity and diversity efforts, along with communication skills in a secondary language.
