    This position is in Office of the Regional Administrator, Region 9, Office of Regional Council, Hazard Waste Branch. About Region 9: Region 9

    This is an office-centered position*--you must physically report to the duty station stated in this announcement on a regular basis.

    Duties


    At the entry level of this position, you will:

    Research and resolve legal questions that arise under regulations, lawsuits, enforcement actions, executive orders, and other administrative actions involving major federal statutes affecting the Agency's/Region's programs and major environmental laws, with focus on issues related to the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), and coordination and consistency of federal actions with the Resources Conservation and Recovery Act (RCRA). Research and resolve legal questions that arise under regulations, lawsuits, enforcement actions, executive orders, and other administrative actions related to responding to inquiries under the Freedom of Information Act (FOIA) involving major federal statutes affecting the Agency's/Region's programs and major environmental laws, especially CERCLA.

    Manage and coordinate varied and complex enforcement and/or defensive litigation for the Region, with focus on matters regarding Superfund, RCRA and FOIA.

    Draft and review Agency notices and other documents to be published in the Federal Register.

    Handle varied and complex negotiations with outside parties, including industries and services, states implementing environmental programs, other federal agencies, citizen groups, and the public.

    Provide legal counsel and advice to the Region's FOIA team and undertake legal research and review documents pertaining to the Region's effort to respond to requests submitted under FOIA.
