General Summary
The
Process Control Engineering Manager
plans, organizes, leads and manages the activities of subordinate process control specialists in the implementation and design of process control work throughout the Commission.
The manager also performs a variety of professional, technical, design, supervisory and administrative work to support process control computer systems throughout the Commission.
Essential FunctionsSupervises employees including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination
Supervises Process Control Specialists in programming, testing, debugging, start-up, optimization of Process Control Computer systems throughout the Commission
May lead projects as assigned by the Division Manager
Leads, assists, and supervises Process Control Specialists in defining problems, justifying solutions, and producing designs for new hardware or software for optimizing process control or meeting new management requirements
Leads, assists, and supervises Process Control Specialists in performing design and construction document reviews
Researches, justifies, and implements facility and system-wide process control optimization; and approve upgrades to existing systems as required
Recommends and develops changes to the Commission's Process Control Design Guide
Designs and develops implementation documents for incorporation into new process control systems
Leads and manages projects insuring that deadlines are met and cost goals are achieved
Informs other units and outside entities of the standards set forth in the Process Control Design Guide and specifications and ensure adherence to these standards

Assists with preparation and monitoring of the annual capital and operating budget for the Process Control Engineering Division
Enhances and maintains cyber security for all systems, to include but not limited to
IDS
installation and maintenance; enhancing and securing routers and switches; and performing security assessments
Approves various expenditures for hardware, software and equipment
Serves as Acting Division Manager, when so designated
Performs other related duties as required

Required Knowledge, Skills, And Abilities
Extensive knowledge of all facets of
PLC
based process control systems in the water/wastewater industry
Working knowledge of all major facets and Section processes of water and wastewater treatments, and their conveying systems
Experience in managing multiple control system projects at one time from design through startup, maintain time and cost goals
Knowledge of systems outside of plant process control such as
SCADA
and IT which must be interfaced with
Extensive knowledge, skill and ability in identifying and evaluating process control changes that are cost effective
Significant knowledge and ability to effectively interface with operational and technical disciplines (electrical, mechanical, process) and to develop changes in ancillary equipment; Significant ability and skill in writing and presenting clear and concise cost justification reports and presentations
Ability to work with contractors, consultants and the general public and internal
WSSC
Water units to maintain satisfactory working relationships with subordinates, peers, and supervisors and to work in a team environment
Ability to keep abreast and adapt to changes in the process control technology and incorporate them into the Process Control Design Guide
Minimum Education, Experience Requirements
Bachelor's degree in Electrical, Environmental, Chemical, or other related discipline to process control or wastewater treatment
7+ years of direct process control experience in the design, programming, start-up,
engineering, and operation of process-based distributed process control and/or
communication systems, or relevant and similar experience to manufacturing industries or
control system vendors
OR
High School diploma or equivalent
11+ years of direct process control experience in the design, programming, start-up, engineering, and operation of process-based distributed process control and/or communication systems, or relevant and similar experience to manufacturing industries or control system vendors
Additional Requirements
