- Mortgage Lending experience including experience developing plans for improving, strengthening, or creating mortgage lending and associated programs.
- Experience in flow and settlement of mortgage security transactions and all compatible components.
- Ability to compose and update mortgage manuals, rules, applications, and forms for the program.
- Comprehensive knowledge of mortgage programs and product development, experience in mitigating interest rate risk, along with managing risk in a large diverse pipeline.
- Clear, concise, and professional written and verbal communication skills.
- Handle multiple priorities and projects and remain flexible and creative in a fast-moving environment.
- Ability to think on your feet, be creative and anticipate solutions to unusual situations.

IMPORTANT INFORMATION
WHAT YOU WILL DO
The person in this position will draw upon their past mortgage lending experience to provide a cost-effective strategy that puts homeownership within reach for low and moderate-income families. This position serves as OHCS's authority and technical expert to manage our mortgage lending program(s) and will provide analysis, consultation, advice and leadership on the development and implementation content and deliverables related to mortgage lending and affordable housing opportunities for the state. Responsibilities include developing standards and deliverables that will enhance existing programs or bring new approaches to single family lending. This may involve initiating the creation of new policy and on-going policy changes to meet the changing needs in conformance with OHCS goals and objectives; responding to legislative mandates; insuring compliance with state requirements to mitigate risk to OHCS. This leadership position will provide support oversight and updates to the lending budget as well as additional guidance, monitoring and oversight to the team in Homeownership Lending to; write program guidelines, policies, develop dashboards, administrative rules and procedures as needed; review and update changes to statute while mitigating risk to OHCS. This includes updating all written materials which describe the use and purpose of our Single-Family Housing Programs, including Request for Applications (RFA), program fact sheets, web site description, and other program materials on an as needed basis. This program could intersect with other federal and state affordable housing programs
MINIMUM QUALIFICATIONS
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and five years' experience coordinating or administering a program

Oregon Housing and Community Services (OHCS) is Oregon's housing finance agency. We provide financial and program support to create and preserve opportunities for quality, affordable housing for Oregonians of lower and moderate income. HOMEOWNERSHIP DIVISION
The Homeownership Division is dedicated to assisting low to moderate income Oregonians achieve and retain homeownership through its four sections: the Homeownership Programs Section, the MMCRC (Manufactured Home and Marina Communities Resource Center) Section, the Homeowner's Assistance Fund Section & the Homeownership Lending Section.
The Homeownership Lending Section
The Homeownership Lending Section supports homeownership through lending programs such as the Oregon Bond Residential Loan Program and the Flex Lending Program. The Oregon Bond Residential Loan Program assists first time homebuyers with competitive interest rate mortgage loans to help Oregonians purchase their first home. With the use of mortgage revenue bonds, these loans increase first time homebuyer's purchasing power. The Flex Lending Program further assists homebuyers through additional lending products.
