Military to Civilian Advocate
Location: Onsite
Employment Type: Full-Time
Position Summary
The Military to Civilian Advocate provides comprehensive career advising, transition assistance, and case management services to transitioning service members, recently separated veterans, and military spouses. This role supports successful entry into civilian careers through individualized employment planning, training coordination, and connection to workforce resources.
The Advocate serves as a liaison between military installations, community partners, training providers, and employers to promote employment, education, and training opportunities for military-connected individuals while ensuring compliance with grant objectives and performance standards.
Key Responsibilities
Outreach & Enrollment
- Conduct outreach to recruit and enroll eligible participants into the Military to Civilian Employment Program in alignment with grant requirements
- Coordinate outreach efforts at base events, military spouse clubs, networking opportunities, and community functions
- Develop and maintain relationships with personnel at Dyess Air Force Base, National Guard and Reserve units, and Department of Defense Transition Assistance and Family Support Centers
Career Advising & Case Management
- Conduct comprehensive intake and assessment interviews with transitioning service members, recently separated veterans, and military spouses
- Evaluate education, work history, interests, and transferable military skills
- Develop individualized employment and training plans addressing barriers, self-sufficiency goals, and resource alignment
- Provide one-on-one and group career counseling, including r�sum� development, interview preparation, job search strategies, and professional branding
- Maintain an active caseload and ensure accurate, timely documentation in all case management systems, including
Training & Resource Coordination
- Determine eligibility for Military to Civilian Grant funds and other workforce development programs
- Prepare and submit Individual Training Accounts, supportive service requests, and grant-funded assistance documentation in accordance with program policy
- Identify and refer participants to occupational skills training, work-based learning, and employability development opportunities
- Facilitate connections to certification, licensure, and academic programs aligned with career pathways
- Educate participants on financial aid, scholarships, and veteran-specific benefits
- Coordinate with education providers, training vendors, employers, and community partners to ensure participant progress and completion of goals
Employer Collaboration
- Partner with the Business Solutions Unit to identify job opportunities aligned with participant skills
- Screen, match, and refer qualified candidates to employer openings
- Promote employment opportunities that align with military experience and workforce demand
Knowledge, Skills & Abilities
- Strong understanding of military culture, transition challenges, and spouse employment barriers
- Ability to translate military experience into civilian career pathways
- Knowledge of workforce development and career counseling practices
- Strong case management, analytical, and critical thinking skills
- Effective conflict resolution and problem-solving abilities
- Excellent verbal and written communication skills
- Strong customer service and interpersonal skills
- Ability to work effectively with diverse populations and communication styles
- Proficiency with word processing, spreadsheets, and case management systems
Education, Experience & Additional Requirements
- High School Diploma or GED required
- Bachelor's degree in workforce development, counseling, social work, human resources, or a related field strongly preferred, or equivalent related workforce experience
- Veteran, transitioning service member, or current military spouse strongly preferred
- Must possess and maintain access credentials for Dyess AFB, including CAC or other approved military ID
- Valid driver's license and proof of insurance with a good driving record
- Bilingual English and Spanish strongly preferred
