Salary Range: $127,388.00 To 133,704.00 Annually
Chief Facilities Operating Officer
Housing Matters partners with individuals and families to create pathways out of their homelessness into permanent housing. Working under the direction of the Housing Matters Chief Executive Officer, the Chief Facilities Operating Officer (CFOO) will be a strategic leader and thought partner to the Chief Executive Officer, will be a hands-on participative manager and will lead and develop an internal team to support the following areas: Property Management, Physical Plant, Kitchen, IT Infrastructure, Campus Safety, and Capital Projects Management.

EDUCATION/EXPERIENCE/SKILL REQUIREMENTS:
Proven experience in facilities management or relevant roles required
A minimum of a B.A. or years of relevant experience required
At least 7-10 years of overall professional experience; ideally 6+ years of broad operations management experience
Must pass a background check
Thorough knowledge of:
Demonstrable competency in:
Facilities or Construction Management
IT/Business infrastructure
Leadership and management methods and techniques
Aptitude in decision-making and problem-solving
Verbal and written communication skills
Microsoft Office, Google Suite, and various technology platforms
Technology and software installation management
Some knowledge of:
Barriers to housing for individuals and families experiencing homelessness in Santa Cruz County
Ability to:
Think strategically, anticipate future consequences and trends, and incorporate them into organizational planning
Demonstrate strong management and leadership skills; build relationships and connect with people individually and in groups
Communicate clearly and effectively with the CEO, Board of Directors, staff, and vendors
Ensure compliance with Federal, State, and Local laws and regulations
Commit to training programs that maximize individual and organizational goals across the organization including best practices in human resources activities
Ability to work effectively in a fast-paced dynamic environment
ESSENTIAL FUNCTIONS:
Plans, coordinates, and oversees the maintenance, renovation, and safety needs of all Housing Matters facility assets
Completes, reviews, or evaluates business case ROI studies for projects and purchases
Develops and implements department goals and policies, including short-term and long-range strategic and project plans
Assist with facilities and capital budgets and spending to ensure initiatives operate within funding limits
Actively participate in Housing Matters facility planning (Housing Matters' Strategic Plan) and corresponding development activities for both current and proposed facility sites
Provide a high level of property management and asset management expertise, analytical ability, and financial acumen
Oversee efficient and accurate lease-up processes
Establish positive, productive relationships with all funding/regulatory agencies that support the communities in the managed portfolios
Schedule and prepare thorough updates of property status and special issues in meetings with property management staff and Housing Matters leadership
Ensure compliance with all federal and state laws including anti-discrimination and anti-harassment laws and regulations. Qualified candidates should possess a working knowledge of federal and state initiatives not limited to:
Requirements for federal housing programs
HUD Section 8 Project and Tenant-Based Programs
State-funded housing programs
Establishes Maintenance, Custodial, and Kitchen team goals and objectives along with work standards, as a means for evaluating the quality and progress of all ongoing projects
Establishes and maintains Health and Safety inspections/drills, policies, procedures, and training
Provide staff management to include hiring, development, training, performance management, and communication to ensure effective and efficient department operations
Lead employees to encourage maximum performance and dedication
Evaluate performance by analyzing and interpreting data and metrics
Write and submit reports to the CEO in all matters of importance
Resolves conflicts among contractors, consultants, neighbors, staff, and others as applicable
Supports responses to records requests and any litigation regarding the development of facilities and land acquisition
