    Description


    The Manager, Cost and Pricing is a key member of the Business Development team and is responsible for the preparation of proposal budgets and corresponding budget narratives in collaboration with Q2's Business Development team.

    The Manager, Cost and Pricing leads the Cost and Pricing area and reports directly to the Sr. BD Manager.

    S/he works directly with the Programs and Proposal Development teams to ensure proposal budgets and proposal cost volumes are strategically and competitively priced, compliant, completed on schedule, and are of the highest quality.

    S/he takes a leading role in the budgetary aspects of the new business proposal development process, advises other staff on pricing strategies, and ensures compliance with all rules and regulations relating to proposal requirements.

    S/he coordinates with the Director of Finance and the Proposal Manager and Technical Lead, Contracts Lead, and other staff as needed in pricing strategy and cost decisions.

    The Manager, Cost and Pricing will also manage the cost proposal process, which can include researching and identifying new business opportunities and cost approaches, leading the proposal capture process, leading the preparation, and delivery and negotiation of proposals responding to client/donor requests.


    PRIMARY RESPONSIBILITIES
    Prepares budgets and various sections of the cost proposal as well as review sub-grant/subcontract budgets and cost proposal materials prior to submission to client or prime contractor
    Develops pricing and presentation budgets for Cost Plus Fixed Fee (CPFF), Firm Fixed Price (FFP), Time and Materials (T&M), Deliverables Contracts and MOBIS contracts
    Offers pricing strategies making cost proposals more competitive and cost efficient
    Leads cost proposal modifications in competitive range discussions, under guidance of Senior Leadership
    Develops In-house training on cost and pricing processes and strategies
    Negotiates potential project staff/consultants, as needed
    Oversees and gather sourcing and verification of pricing information and unit costs
    Ensures compliance with terms and conditions of the tender cost proposal requirements
    Ensures compliance with all relevant federal regulations and restrictions and corporate policy
    Maintains up-to-date knowledge of pricing for grants, IQC, T&M, FFP, CR, and CPFF contracts
    Maintains well documented records supporting pricing used in the development of proposals
    Develops templates and other proposal forms as required
    Contributes to partnership and subcontractor relationship building for potential opportunities
    Ensures that proposals submitted meet funder specifications and deadlines as well as Q2's quality standards
    Reviews subcontractor/partner information received to ensure accuracy and compliance
    Assists in the continual knowledge learning process to ensure improve Q2's competitive win rate as well as the quality of proposals submitted
    Assists the Finance and Accounting and Business Development teams with additional tasks/initiatives as assigned
    MINIMUM EDUCATION, EXPERIENCE, SKILLS & QUALIFICATIONS
    Bachelor's degree in business administration, accounting, finance, or other relevant field
    5-10 years of experience in proposal budget development for international development and/or federal-funded programs
    Knowledge of Accounting Systems (Deltek CostPoint) and applications is preferred
    Knowledge of general accounting principles
    Ability to create proposal budgets for diverse donors/sponsors
    Demonstrated knowledge of concepts, practices and procedures in dealing with FFP, CPFF, T&M, IDIQ and cost modeling, particularly with USAID
    Prior experience with proposal development in the international development field and for-profit consulting firms
    Ability to perform well under pressure, multi-task, and meet deadlines
    PREFERRED EDUCATION, EXPERIENCE, SKILLS & QUALIFICATIONS
    Advanced degree in international business, relations, finance, or business administration
    International field experience preferred
    Knowledge of DoD and DoS pricing and tender regulations, preferred
    Excellent communication and interpersonal skills
    Demonstrated ability to effectively communicate with staff from across the Company
    Ability to write in a clear and professional manner
    Excellent computer skills including advanced MS Excel and Word processing
    Must be able to work extended hours during peak periods

    REPORTING REQUIREMENTS
    This position reports to the Sr. BD Manager

    SALARY RANGE
    USD 100,000 - USD 120,000
