    The Residential Facilities Ombudsman Manager is responsible for overseeing the statutory mandates, objectives, and goals of the Residential Facilities Ombudsman program, advocating for individuals with intellectual and developmental disabilities and mental illness residing in state-licensed care facilities. This pivotal role requires an extensive understanding of both state and local systems to develop and implement the program's mission, values, and policies in accordance with legislative intent and best practices.

    The Residential Facilities Ombudsman Manager also supervises a team of staff and volunteers who provide Ombudsman services statewide, collaborating with state and local stakeholders, including legislators and decision-makers, to ensure the program's effective development, implementation, and ongoing management.

    As a key member of the agency's executive team, the Residential Facilities Ombudsman Manager works closely with the Agency Director and Deputy Director to ensure alignment with the agency's mission, vision, and goals, fostering synergy across organizational objectives.

    What We Are Looking For

    Minimum Qualifications:

    • Five years of lead work, supervision, or progressively related experience; OR,
    • Two years of related experience and a Bachelor's degree in a related field.

    • Advocacy Proficiency: Extensive background and experience in advocacy, including a track record of successfully championing the rights and needs of individuals with intellectual and developmental disabilities and mental illness, both at the individual and systemic levels, through strategic initiatives, coalition building, and engagement with policymakers and stakeholders.
    • Volunteer Management Expertise: Proven ability to effectively recruit, train, coordinate, and support volunteers within a program serving vulnerable populations, ensuring their engagement, satisfaction, and alignment with program goals and objectives.
    • Legislative Acumen: Demonstrated experience and understanding of legislative processes, including the ability to navigate governmental structures, analyze proposed legislation, and advocate for policy changes beneficial to individuals with intellectual and developmental disabilities and mental illness residing in residential care settings.
    • Strategic Planning: Capacity to analyze program direction and policies, assess their impact, and assign necessary resources for implementation, while also monitoring and interpreting federal, state, and local laws and regulations.
    • Communication: Strong communication skills to effectively interact with various audiences, including presenting educational materials to community and professional organizations, providing expert consultation to high-level officials, and communicating sensitive information.
    • Supervision and Team Management: Experience in managing staff recruitment, training, performance evaluation, and conflict resolution, as well as ensuring staff compliance with laws, policies, and guidelines while overseeing program operations and data reporting.
