    Description
    Purpose

    The purpose of this classification, under administrative direction, is to apply recognized engineering standards for review of proposed and current development projects within the City.

    Performs highly responsible administrative work in the enforcement of the Flood Plain Management Program and Land Development Code for the purpose of ensuring compliance with applicable codes, ordinances, and established regulations governing zoning, and related land use provisions.

    May supervise other staff. Performs related work as required.

    Minimum Qualifications
    Education, Training and Experience - Bachelor's Degree in Civil, Construction, Environmental, or Transportation Engineering or related field; supplemented by a minimum of three (3) to five (5) years of progressively responsible experience in government or private industry engineering regulation. Experience in development design and/or construction considered an asset. Registration as a Professional Engineer in the State of Florida, or able to attain registration within six months.


    SPECIAL REQUIREMENTS
    Requires certification as ASFPM Certified Floodplain Manager within one year of hire/promotion date. Requires certification as Florida Building Plans Examiner within six months of hire/promotion date. Must possess valid State of Florida Driver's License.

    Job Description
    ESSENTIAL FUNCTIONS

    The following duties are normal for this position. These are not to be construed as exclusive or all- inclusive. Other duties may be required and assigned.

    Participates in the development review process of all development projects and flood plain management responsibility within City limits, to include commercial site plans, subdivisions, and planned development requests; reviews and provides comments on site plans and subdivisions for conformance to the City's current Land Development Code and reviews new development studies for the purpose of providing recommendations concerning feasibility.


    Reviews and coordinates comments with Utilities Department concerning water, wastewater, reuse-water facilities and Development Agreements.

    Responds to inquiries and input from other departments and the public concerning proposed and current development projects and flood plain impact of the proposed project; coordinates with Public Works Department, Planning Division, and the City Attorney for matters concerning development projects and City infrastructure improvements.


    Attends various meetings for the purpose of providing recommendation on proposed and current development issues.

    Assists the Building Division with flood plain drainage and grading issues relating to new construction on residential lots and commercial site plans.

    Answers project related questions from citizens, consulting engineers, developers, and contractors.

    Confers with local, State, County, and Federal agencies concerning development matters and projects affecting the City. Reviews maximum height of structures and determines if height exceeds airport sector height guidelines.

    Monitors construction for the purpose of establishing and maintaining compliance with the Comprehensive Plan goals and objectives, includes coordinating with the design engineers, contractors, and staff for the various projects.

    When otherwise not involved in the development review process, works directly with the Development Review Technicians relating to Projects.


    Coordinate transition of regulations developed in Planned Development Agreements to application in the permitting process. Ensure adopted regulations are being followed throughout the development process.

    Monitors all flood hazard areas within the City limits and coordinates with FEMA officials.

    Requires the ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages; utilize descriptive statistics; utilize principles of algebra and geometry.



    Functional Reasoning:
    Requires the ability to apply principles of logical or synthesis functions.

    Ability to deal with several concrete and abstract variables, and to analyze major problems that require complex planning for interrelated activities that can span one or several work units.



    Situational Reasoning:

    Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving evaluation of information against measurable or verifiable criteria.


    COMPLIANCE


    Physical Ability:

    Tasks involve the ability to exert light physical effort in sedentary to light work, involving some reaching, handling, fingering and/or feeling of objects and materials.



    Sensory Requirements:
    Some tasks require visual perception and discrimination. Some tasks require oral communications ability.


    Environmental Factors:

    Tasks are sometimes performed with exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic agents, violence, disease, or pathogenic substances.


    PERFORMANCE INDICATORS


    The work performance of supervisory personnel of the City of Daytona Beach is routinely evaluated according to the performance criteria outlined herein:


    Knowledge of Job:

    Has comprehensive knowledge of the methods, procedures and policies of the City of Daytona as such pertain to the performance of the essential duties of a Development Review Engineer.

    Has comprehensive knowledge of principles and practices of applying professional and regulated construction standards to development and redevelopment projects.

    Has comprehensive knowledge of the laws, ordinances, standards, and regulations pertaining to the essential duties and responsibilities of the position.

    Has comprehensive knowledge of the organization of the department, and of related departments and agencies. Clearly understands the occupational hazards and safety precautions required to perform the essential functions of the work. Has thorough knowledge of terminology and related professional languages used within the department as such pertain to work responsibilities.

    Knows how to maintain cooperative and effective relationships with intra- and interdepartmental personnel, as well as any external entities with which position interacts.



    Quality of Work:
    Maintains high standards of accuracy in exercising duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains high quality communication and interaction with internal and external entities with whom the position interacts.
