Role Description:
The Chief Financial Officer (CFO) is responsible for managing the financial operations of the organization, ensuring the organization's health and sustainability.
The CFO works closely with the board of directors, chief executive officer and senior leadership team to develop and implement council financial strategies, risk management controls and business systems and processes.
The CFO leads the council's administrative teams including finance, information technology, property, and human resources.Key Accountabilities:
Executive Leadership:
a. Provide Board and Committee Support through meeting planning, information packet preparation, meeting attendance and presentations.
b.
Work with senior leadership team to develop and implement strategic plans and goals that support the organization's mission and vision.
Ensure the financial budget aligns with the council's strategic plan and provide measurement of strategy through monthly dashboards.c.
Effectively manage team by providing continuous improvement, conducting regular one-on-one and team meetings, coaching, and annual performance effectiveness appraisal reports.
Oversee operations of administrative departments including Finance, Business Services (IT), Property, and Human Resources.Financial Management:
a. Manage and oversee all financial operations including accounting, payroll, budgeting, forecasting, and financial analysis. Ensure all council financial operations are carried out efficiently and in compliance with laws, regulations, and accounting standards.
b. Treasury management includes monitoring banking activity and managing adequate cash liquidity while maximizing investment return and minimizing borrowing levels.
c. Consult with department managers on proper use of donor restricted funds. Provide financial consultation for grant funding, such as preparing or reviewing budgets, reports, and evaluation.
d. Maintain the council's banking and legal relationships for all corporate banking and property transactions.
e. Prepare financial statements, cash flow projections, forecasts, and other financial reports. Prepare and maintain statistical reports and dashboards.
f. Manage the annual budget process; Integrate departmental operating budgets; and provide monthly budget to actual reports to managers.
Risk Management:
a. Internal Controls
i. Develop and document internal control framework including policies and procedures to reduce risk.
ii. Monitor compliance with internal controls and all financial policies by council staff and volunteers including assets, inventory, and payroll.
b. Business Lines Insurance
i. Negotiates and renews all council insurance policies; oversees the Accident insurance applications and claims; oversees workers compensation claims.
c. Audit and Tax
i. Manages the preparation of audit work papers to be delivered to the independent auditor within the audit plan timeframe.
ii. Works with tax accountants to prepare and file annual 990 and related reports.
d. Compliance
i. Ensure record keeping and retention in the organization complies with applicable laws, regulations, and contractual obligations. Maintain all council contracts.
Administrative Management:
a. Oversee property department by providing support to Facilities Director and Camp Rangers.
Work with the Facilities Director on development and maintenance of annual capital improvement plans, maintenance schedules, and implementation of strategic planning of property changes to enhance the Girl Scout experience.
b. Manage technology function of council including supporting current in-house and external support. Implement and maintain a defined and documented strategic technology plan.c.
Responsible for human resources function including HRIS, record retention and compliance, full employee lifecycle support, benefit plans, and employee relations.
Support human resources strategy development and implementation.Qualifications:
Bachelor's degree in Accounting, Finance, or equivalent required
5+ years of accounting experience, 3+ years of management experience
Previous experience in human resource management preferred, but not required
Demonstrated leadership and management ability
Knowledge of U.S. GAAP and financial reporting requirements
Strategic thinker with proven ability to achieve organizational goals
Excellent time management skills and able to prioritize multiple projects while being detail-oriented and organized
Attention to detail and problem-solving skills
Excellent written and verbal communication skills
Strong organizational and planning skills
Works well under pressure, meeting deadlines consistently
Must display high integrity
High degree of initiative and ability to work independently
Proficient in Microsoft Office, Excel, and Outlook
Clean driving record and insurable in accordance with Girl Scouts insurance policy
