This position works under the direction of the Director, is a senior management position responsible for performing advanced management and leadership work of considerable difficulty which involves the planning, organizing and directing of asset management programs that includes maintenance and Capital Fund management for development rehab and modification.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

Monitor budget performance, vacancies, staffing, regulatory requirements, rent collections and client satisfaction.
Oversee the functions of multiple family and senior housing developments and scattered-sites homes.
Monitor the management, maintenance, rehab and modification of the housing developments and scattered site homes by making periodic visits and reviewing various reports and statistics produced by the housing developments and other organizational units.
Meet with or respond to inquiries, complaints and /or other matters from various Federal and other governmental agency officials, community/civic groups to communicate CMHA's goals, activities, programs and position concerning low income housing.

Respond to inquiries, from CMHA staff, residents, agencies, and the general public regarding CMHA, Federal, State and local regulations, policies, laws and procedures on housing and related matters.
Oversee submission of all 50058's as prescribed for Asset Management portfolio.
Ensure all PIC data as it pertains to unit (Asset Management) are changed and up to date.
Ensure the agency Five Year Plan is submitted timely and accurately.
Provide monthly, quarterly and other reports relating to asset management as required.
Supervise staff assigned to the property management function. Hire, discipline, approve leave, etc. Ensure the training of staff on the full range of property management responsibilities.
Meet with staff members to explain and implement new policies, procedures requirements and regulations
Work with Information Technology to develop and implement a management information control system that ensures the accuracy and validity of work order, rent collection, unit inspection, vacancy, leasing, and PPO data submitted.
Responsible for the overall management, maintenance and operations of CMHA public housing for a specified area in a manner, which affords the highest quality customer service to residents.
QUALIFICATIONS:

QUALIFICATIONS:
Working knowledge of PC-based computer applications Microsoft software programs (e.g. Microsoft word and excel) for management reporting systems.
Ability to define problems, collect data, and establish facts in order to draw valid conclusions.
Ability to analyze program performance, establish performance objectives and carry out objectives.
EDUCATION/EXPERIENCE/
CERTIFICATIONS:
Bachelor's degree from an accredited four-year college or university in Business, Property Management, Management, Finance, Accounting, Social Services, Human Services, Sociology, Psychology, Public Administration or related field.
Four (4) years of experience in a multi-family housing.
One-year supervisory experience.
Eight (8) years of responsible related work experience; and at least five years of progressively more responsible public housing experience, of which at least two (3) years must have been at a senior management level.
Experience in management of subsidized residential property.
Certification in property management.

While performing the duties of this job, the employee is frequently required to maintain a stationary position, operate computers and other office equipment, move about the office, attend onsite and offsite meetings, and communicate.
OTHER:
The incumbent must possess and maintain a valid driver's license in state of residence,and maintain an insurable driving record under the terms and conditions of the CMHA auto liability policy.
