The Community Development Director will oversee a diverse range of responsibilities, including budget administration, redevelopment projects, community engagement initiatives, and program implementation.
Functional areas include Building Regulations, Code Enforcement, Planning & Zoning, and Neighborhood Impact, which includes the implementation of the City's entitlement programming.
Examples of Duties Administer the department's budget.Coordinate impactful redevelopment and revitalization projects.
Cultivate positive relationships and lead engagement efforts with community organizations and neighborhood groups.
Implement new programs and initiatives aimed at advancing community development.
Serve as a vital member of the City's leadership team, reporting directly to the City Manager.
Direct, coordinate, and evaluate the programs and activities of various divisions within the Community Development Department, including Building Regulations, Code Enforcement, Planning & Zoning, and Neighborhood Impact.
Other duties as assigned.Qualifications Bachelor's degree from an accredited college or university in public administration, business management, economic and community development, planning, construction management, or a related field.
Thorough experience in development-related programs, including administrative experience, or equivalent combination of training and experience.Strong leadership skills with the ability to empower and motivate staff.
Excellent analytical abilities to address complex issues and evaluate alternative solutions.
In-depth knowledge of local government principles, practices, and municipal structures processes.
Familiarity with trends in local government planning, zoning, code enforcement, and related matters.
Proven track record of budget preparation and control.
Effective communication skills, both verbal and written, with the ability to make presentations to diverse audiences.
Ability to establish and maintain effective working relationships with stakeholders at all levels.
Ability to be present and/or available outside of normal working hours.
Possession of a valid Ohio driver's license. Knowledge, Skills and Abilities Ability to plan, organize, direct, coordinate, and evaluate the programs of a multifunction department.
Ability to analyze complex issues, identify and define problems, and evaluate alternate courses of action.
Thorough knowledge of the principles and practices of local government and management, including optimum use of human and material resources.
Considerable knowledge of the current literature, trends, and developments in the area of entitlement programming.Knowledge of municipal government structure.
Knowledge of trends in local government planning, zoning, code enforcement, and related matters.
Knowledge of department budget preparation and control.
Considerable knowledge of the technical aspects of the various initiative, programs, and planning projects of the Community Development Department.
Ability to delegate, supervise, and review the work of subordinate professional, technical, and administrative staff.
Ability to communicate effectively, both orally and in writing, and to make effective presentations to a variety of groups and assemblies.

HEALTH BENEFITSEmployees pay 15% of the monthly medical insurance premium through Anthem Blue Cross Blue Shield, which includes prescription coverage.
Single and family coverage is available. The City health care plan is a high deductible healthcare plan.You will become eligible for medical insurance on the first of the month following your start date, or on your start date if you start on the first of the month.
HEALTH SAVINGS ACCOUNTEach year the City deposits 75% of your health insurance deductible amount into an HSA account in your name if you participate in the annual wellness screening.
If you choose not to participate in the wellness screening, the City will deposit 50%.DENTALThe City pays half of the full premium up to a maximum of $30 per month for dental.
LIFE INSURANCEThe City pays 100% of the premium for term life insurance to all active permanent, full-time employees.Hourly employees receive $15,000 of coverage; salaried, professional, and management employees receive $50,000.RETIREMENT PENSIONThe City contributes 14% monthly toward retirement benefits offered through the Ohio Public Employee Retirement System (OPERS).
The employee's share is 10% of their gross salary.RETIREMENT SAVINGSYou have the option to enroll in a voluntary retirement savings plan, such as a 457(b) deferred compensation plan or Roth IRA.
VACATIONNew full-time employees receive 80 hours of vacation upon hire. Following six months of service, you receive an additional 24 hours. At one year of service, you accumulate vacation at a rate of per hour, or 20 days per year.SICK LEAVEAll employees accrue sick leave at the rate of hours per hour, or approximately 15 days per year. PERSONAL LEAVEAfter six months of service, you receive two personal days, or 16 hours, per year.
HOLIDAYSThe City observes 13 holidays per year.
FITNESS CENTERYou have 24/7 access to a fitness center located in City Hall. The center includes a variety of commercial equipment including cardio and resistance machines and free weights.
EXPERIENCE PAYExperience Pay will start after 5 years of service, which grants additional compensation to employees who have completed five or more years of total service with the City.
TUITION REIMBURSEMENTAll permanent full-time employees are eligible to participate in the City's Tuition Reimbursement plan, provided they have at least one year of continuous service with the City and it is subject to policy terms and conditions.
