    DUTIES:

    The incumbent serves as a staff Interdisciplinary General Engineer executing projects and providing engineering support across multiple engineering disciplines for a variety of real property facilities. This includes new construction, modifications to facilities/infrastructure, renovations, repairs, environmental remediation/abatements, facility inspections, and technical support for procurement actions.

    Works under the supervision of the Facilities Manager who provides broadly defined priorities. The incumbent defines objectives; interprets policies, independently plans, designs, and carries out work to be done; and serves as a technical authority.

    Executes regular work independently and with limited review by supervisor. Exercises judgment and initiative in making decisions and commitments. Regular review is received only in non-routine matters or in connection with special projects which may be assigned.

    Executes National Environmental Policy Act (NEPA) documentation for assigned projects using the electronic DHS Decision Support System. Executes required research, testing, analysis, and data entry to complete the NEPA process. Obtains final NEPA decision documents (Memorandum of Record, Categorical Exclusion, FONSI) for assigned projects.

    Executes Project Manager duties in compliance with the IBC, NFPA, Life Safety Code, ADA regulations, Coast Guard safety policies, and Coast Guard Technical Authority policies.

    Develops technical documents, either directly or using A/E firms, to support construction, renovation, repair, environmental characterization and abatement, and maintenance contracts. Writes specifications and prepares drawings for assigned projects. Develops drawings using CAD software (AutoCAD, Sketchup). Develops GANTT project schedules using software or apps (i.e. Excel, SG Project Pro, Microsoft Project Planner).

    Develops complete procurement request packages to submit to procurement staff for construction contract solicitations, procurement of equipment, and procurement of services (A/E services, environmental consultants, etc.)

    Develops independent government estimates for projects using industry estimating guides or cost research.

    Provides technical support to procurement staff. Assists in the development of solicitation packages (RFPs).

    Provides technical reviews of contractor bids, proposals, drawings, design specifications/drawings, submittals, and shop drawings.

    Serves as Contracting Officers Representative (COR) for assigned projects. Inspects and documents contractor performance. Monitors contractor performance and initiates corrective actions where required. Reviews and approves contractor payment requests for assigned projects.

    Analyzes problems and develops solutions to resolve equipment, system, and structural issues.

    Inspects facilities to determine conditions and required work to repair damaged facilities/systems, correct code deficiencies, correct safety deficiencies, identify environmental problems, and maintain facilities.

    Presents a professional demeanor while representing the Community Services Command (CSC) in interactions with other Coast Guard units and organizations outside the CSC.

    Performs other duties as assigned by the supervisor.

    Qualification Requirements:

    Minimum:

    1. Degree in Professional Engineering. To be acceptable, the curriculum must: (a) Be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (b) Include differential and integral calculus and courses(More advanced than first year physics and chemistry)more advanced than first year physics and chemistry in five of the following seven areas of engineering science or physics: (1) statics, dynamics; (2) strength of materials (stress-strain relationships); (3) Fluid mechanics, hydraulics; (4) Thermodynamics; (5) Electrical fields and circuits; (6) Nature and properties of materials (relating particle and aggregate structure to properties); and (7) Any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

    OR

    1. COMBINATION OF EDUCATION AND EXPERIENCE. College level education, training, and/or technical experience that furnished (a) A thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (b) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

    1) Professional Registration: current registration as a professional engineer by any state, the District

    of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those Apple cancel achieved search registration by means other than written test (e.g. state grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a state boards eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineer positions.

    2) Written Test: Evidence of having successfully passed the Fundamental of Engineering (FE) or Engineer-in-Training (EIT) examination, or the written test required for professional registration which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.

    3) Specified Academic Courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum.

    4) Related Curriculum: successful completion of a curriculum leading to a bachelor's degree in

    engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in Lou of a degree in engineering, provided the applicant has had at least one year of professional engineering experience to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
