    Description

    The City of Anaheim Finance Department Accounting Division seeks two dynamic Senior Accountants to support the City's accounting and financial reporting, grant accounting, single audit, general ledger, cash management, debt service administration, wire transfers, accounts payable, account analysis and reconciliations. The position performs advanced level, complex professional accounting functions including assisting in the preparation of various financial statements in conformity with generally accepted accounting principles (GAAP), and Governmental Accounting Standards Board (GASB) statements, assisting in the implementation of required GASB Statements, conducting high volume and amount wire transfers for City operations, and assisting with month-end, year-end and auditing accounting functions.

    The Accounting/Payroll Division monitors and reports on the financial position of the City and functions as a support service for other City departments. The division monitors, records and reports all financial transactions, coordinates and prepares the City's Annual Comprehensive Financial Report and administers the City's outstanding debt to ensure that the legal requirements of bond documents are met. The Division also provides oversight for the City's system of internal controls to safeguard the assets of the City, administers the reporting of capital assets, monitor investment activities, processes miscellaneous billings for amounts owed to the City (with the exception of utility billings), reviews/balances/records daily bank activities, performs wire transfers, and processes all invoices to the City for goods and services purchased. The Division also processes and distributes the City's payroll.
    Candidates must possess a minimum of three years of responsible professional accounting experience supplemented by a Bachelor's degree from an accredited college or university with major course work in accounting, finance, business administration, or a related field. Licensure as a Certified Public Accountant is not required, but desired.

    DISTINGUISHING CHARACTERISTICS:
    This is the advanced journey level class in the professional Accountant job series. Positions at this level are generally assigned responsibility for the more complex accounting functions in centralized accounting or a department with direct revenue generating and processing responsibilities. Incumbents at this level also may supervise professional accounting and/or technical staff. Assignments are typically received in broad, outline form, and incumbents are expected to act independently in developing applicable resources and information. Incumbents at this level function with greater independence and are assigned duties and responsibilities that are considered more complex than those assigned to Accountant level.

    Essential Functions

    The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.

    Assist in the development and implementation of goals, objectives, policies and priorities related to activities of the assigned accounting section; assist in planning, organizing and participating in the functions and activities of the assigned accounting operations.

    Prepare and verify adjusted journal entries for corrected financial reports; review and interpret financial results with narrative explanations, ratio analyses and graphic reports.

    Provide complete and accurate financial reports; verify and test financial data; prepare interim financial narrative reports explaining variances with graphics and analysis ratios.

    Monitor the posting, balancing and reconciliation of the general ledger and subsidiary accounts; examine all accounting transactions to ensure accuracy; correct financial records as necessary.

    Prepare complete, accurate and timely financial statements and reports for management staff, auditors, regulatory agencies and financial institutions.

    Prepare adjusting entries for all outstanding City debts; review and reconcile liability accounts.

    Respond to inquiries in a courteous manner; provide information within the area of assignment; resolve complaints in an efficient and timely manner.

    Analyze trust statements for accuracy as set forth in the indenture; audit and reconcile trust statements; establish appropriate accounting records, supporting documentation and ensure accuracy of trustee records.

    Conduct checking account reconciliation for accounts payable, payroll, worker's compensation and utilities accounts.

    Coordinate Tax Reconciliation Act of 1989 rebate program with outside tax consultants; conduct arbitrage calculations to ensure accuracy of consultants.

    Prepare draw down request forms from Investment Contract providers; monitor receipt of funds from Investment contracts; assist Investment Officer as required.

    Prepare budget for Cash Management; develop budget data for Debt Service.

    Assist in monitoring and assigning work to staff in assigned section; participate in recommending the appointment of personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures; recommend employee terminations.

    Review, monitor, and coordinate the preparation of invoices for debt service payments and changes with trustee/lending institution; oversee compliance with bond documents and fee schedules.

    Prepare and monitor monthly requisitions for disbursements from various construction funds to appropriate trustees; maintain accounting and budget documents for various capital improvement projects; monitor and track budget balances and expenditures.

    Prepare cost analysis reports regarding construction funds for various bond funded capital projects; coordinate accounting and financial analysis activities with appropriate City departments.

    Collect and analyze statistics from various state and county agencies; audit data prior to publication in various official statements, City reports, and presentations.

    Prepare sales tax reports, highway maintenance reports, the State Controller's report, and census reports; oversee all close out packages for grants; prepare and monitor special district tax requirements.

    Reconcile employee computer loan and flexible compensation programs to the general ledger.

    Review invoices received from vendors; maintain vendor files; assist in resolving inquiries and discrepancies from vendors.
    Perform related duties as required.
    Qualifications

    Experience and Education:

    Three years of responsible professional accounting experience supplemented by a Bachelor's degree from an accredited college or university with major course work in accounting, finance, business administration, public administration, or a related field. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.

    Knowledge of:

    Principles and practices of accounting and auditing and their application to a wide variety of accounting transactions and problems; generally accepted accounting principles and procedures; general fund and cash management principles and procedures; grant accounting principles and practices; automated financial management systems; laws regulating public finance and fiscal operations; financial reporting practices as applied to governmental accounting regulations; principles and practices of modern office management procedures; methods and practices of debt service analysis; principles and practices of job costing; principles and practices of utilities cash management; principles and practices of financial modeling and data processing; principles of supervision, training, and performance evaluation; principles and procedures of record keeping; principles of business letter writing and report preparation; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; pertinent federal, state and local laws, rules, codes and ordinances.

    Ability to:

    Possession of an appropriate, valid driver's license. Licensure as a Certified Public Accountant is not required, but desired.
