    Job Description and Duties

    Per CCR 249.3, this job control may be used to fill subsequent vacancies.


    Under the supervision of the Supervising Special Investigator I, the Staff Services Analyst (SSA) is responsible for providing analytical, consultative, and evaluation tasks, development, planning, and training activities for the Division.

    The SSA performs the interpretation, application, and monitoring of the Division's laws, regulations, policies, and procedures.


    Enforcement Functions:

    • Collect, categorize, analyze, disseminate, and evaluate information to determine whether a case should be referred for investigation, for suspected violations of the Division's laws and regulations.
    • Review, gather documentation, process, input, and/or maintain Tare Notices in tare files and database by determining the accuracy of weighmaster certificates through audits and verification of vehicle and container tares.
    • Perform Junk Dealer/Recycler or other Program audits, as needed.
    • Support the Program by processing and mailing Administrative Civil Penalties.
    • Assist in data entry and analyzing marketplace survey data and other Program reports to identify trends.
    • Act as backup to Weighmaster Officer of the Day by responding to calls related to enforcement activities, ensuring the responses are timely and complete.

    Weighmaster Licensing Functions:

    • Perform licensing functions for the Weighmaster Program by gathering, analyzing, and verifying license information, to make determinations regarding the accuracy of information based on Business and Professions Code and Division policies.
    • Maintain weighmaster business records

    Program Administrative Functions:

    • Assist State and county weights and measures officials engaged in weighmaster activities through written notifications and telephone calls.
    • Support county weights and measures officials with required reporting of activities.
    • Research, collect, analyze, interpret, and prepare data and reports for the Enforcement Branch using the Weighmaster Portal, Weighmaster Licensing Database, Weighmaster Access database, and other available resources.
    • Support Program staff by reviewing and updating enforcement manuals or website content related to the Enforcement Branch.
    • Review and audit the county subvention invoices and supporting documentation to verify eligibility for payment.
    • Maintain the Weighmaster Complaint Log by documenting consumer and industry complaints.

    Country of Origin Labeling Audit Program:

    • Establish and maintain cooperative working relationships with appropriate United States Department of Agriculture (USDA)/Agricultural Marketing Service (AMS) and retail store representatives.
    • Travel throughout the state to conduct retail reviews to determine possible violations of the Code of Federal Regulation, Title 7.

    Working Conditions

    The incumbent shares a large open office space with other staff members.

    Each employee is provided their own workspace with modular-type furniture (work surfaces, filing drawers, and cabinets), a telephone with voicemail, and a laptop computer with various Microsoft-based programs connected to the internet.

    Occasionally, duties for the job are performed inside or outside of buildings. Weather, temperature, lighting, and noise levels may vary. Terrain may vary from smooth and stable to irregular and unstable. Travel by State vehicle may be required throughout the workday to carry out assigned duties. Incumbent must be able to move and position objects weighing up to 50 lbs. with or without reasonable accommodation. Occasional overnight travel may be required.


    The incumbent must be able to establish and maintain effective working relationships with those contacted during their work; manage multiple priorities/projects; work well under pressure; make appropriate decisions and recommendations; present ideas clearly and concisely; and work independently as well as in a team environment when completing assignments to meet required deadlines.


    Regular, recurring, or occasional telework may occur as part of the incumbent's ongoing regular schedule in accordance with CDFA's Telework Policy.

    Department Information

    Enforcement of California Weights and Measures laws and regulations is the responsibility of the Division of Measurement Standards (Division).

    The Divisions activities are designed to ensure the accuracy of commercial weighing and measuring devices; verify the quantity of both bulk and packaged commodities; and enforce quality, advertising, and labeling standards for most fuels, lubricants, and automotive products.

    Ensuring fair competition for the industry and accurate value comparison for consumers are primary functions of the Division's programs. The Division maintains offices in Sacramento, Anaheim, and Fresno.

    Special Requirements

    A Statement of Qualifications (SOQ) is required and interested individuals MUST submit an SOQ with their application.

    The SOQ should be no less than one page but no longer than two pages, single spaced, Arial font 12-point, one inch margins, and have your name clearly printed at the top of all pages.
