    Job Summary:

    The Senior Applications Developer's primary responsibilities will be leading the design, development, and integration of spatial technologies into applications in support of agency initiatives, including data modernization. This position will also assist with GIS system architecture design and implementation, and ongoing maintenance. Working with the GIS Manager, the senior application developer will engage with users on cross-functional project teams to determine and document requirements and develop technical solutions using industry-accepted best practices. This position also supports deployed geospatial applications, systems, and processes by proactively identifying and resolving technical issues, and writing technical documentation to describe GIS systems, data, and processes. Performs other duties as assigned.

    This position may be available for remote work within Arizona. The selected candidate should have a willingness to work in the office at least 1 day a week.

    Job Duties:

    -Create, design, implement, and maintain applications according to Agile methodology through the development of user stories, functional and technical specifications, test cases, and system documentation.
    -Performance tunes, reviews, and recommends improvements to existing code and architectures; implements upgrades and enhancements.
    -Engages with stakeholders on cross-functional project teams to understand functional requirements, and contributes to the completion of functional specifications.
    -Supports current geospatial applications, systems, and processes by proactively identifying and resolving complex problems with deployed systems; performing root cause analysis and remediation in one or more applications or systems
    -Writing technical documentation and developing process diagrams to describe GIS systems, data, and workflows.
    -Maintain effective working relationships to ensure existing and future applications comply with agency technology policies and rules.
    -Other duties as assigned as related to the position (typically 5% - 10%)

    Knowledge, Skills & Abilities (KSAs):

    Knowledge of:

    - Considerable knowledge of desktop, web, and enterprise GIS environments, spatial data formats, map projections
    - Extensive knowledge of web programming languages e.g. HTML5, CSS3, JavaScript 3.x/4.x;
    -Extensive knowledge of RDBM systems, e.g. SQL Server, enterprise file geodatabases
    -Knowledge of relational database design, optimization, and management.
    -Experience with Esri development platforms, e.g. Web AppBuilder, Experience Builder, ArcGIS JavaScript API, third-party API, and services integration
    - Experience with ArcGIS Server/ArcGIS Enterprise
    -Python proficiency for complex data processing
    -Knowledge of security vulnerabilities and safeguards
    -Applicable laws, rules, and policies regarding security, privacy, and management of confidential data
    - Project management methodologies, including Agile

    Skill in:

    - Using Esri ArcGIS Pro for spatial analysis and analysis, spatial data development, geoprocessing models, and scripting;
    - Use ArcGIS Javascript APIs to develop and enhance web applications
    - Strong analytical & problem-solving skills to resolve issues in applications and systems
    - Excellent interpersonal, written, and oral communication skills;
    - Advanced skills in Python for data processing, analysis, and automation;
    - Leading initiatives to develop solutions and processes to meet needs using unique innovative approaches
    - Developing mapping applications and providing technical assistance in using these applications to internal and external stakeholders;
    -Performing analytic functions including workflow and statistical analysis.

    Ability to:

    - Present ideas visually, orally, and in writing in a clear, concise manner to partners and stakeholders;
    - Act as lead on complex GIS tasks/projects;
    - Prioritize and plan work activities; set goals and objectives; use time efficiently and shift focus as needed
    - Assess stakeholder and end-user information needs;
    - Develop and write advanced technical documentation;
    - Establish and maintain effective relationships with diverse stakeholders to achieve shared goals;
    - Demonstrate continuous effort to improve operations and streamline work processes.

    Selective Preference(s):

    Bachelor of Science degree in computer science, geographic information systems, engineering, or a related technical field with GIS emphasis; 5+ years of web development experience using Javascript, HTML 5, ArcGIS APIs, SDKs; also Python, SQL Server (or similar). A strong mathematical/statistical background is also preferred.

    Pre-Employment Requirements:

    Must possess a valid level one fingerprint clearance card issues pursuant to A.R.S. §36-113.

    Retirement:

    To help you build a financially secure future, the State makes monthly contributions to finance your retirement benefit. The State will contribute to the ASRS in an amount equal to your contribution. In other words, you and the State will each pay 50% of the total cost of the benefit. New State employees have a 27-week wait period for contributions to begin.
