    Introduction

    The Office of the Inspector General (OIG) is seeking to fill an Auditor Senior vacancy. The OIG reports directly to the DHS Secretary and is charged with protecting the taxpayers of Wisconsin by preventing and detecting fraud, abuse, and waste of public assistance programs such as Medicaid, FoodShare, WIC, IRIS, and FamilyCare.

    This position will be headquartered at 1 W. Wilson St in Madison. This position offers the option to work remotely 3 to 5 days per week with approval. This position may be required to report to an office or community location on occasion to complete certain tasks. This schedule may vary based on training or operational need.

    Position Summary

    As an Auditor Senior, you will work to develop and conduct routine and complex specialized compliance, program, operational, procedural, investigative, and financial audits of health care entities that are reimbursed by the Title XIX Wisconsin Medicaid Program. Such entities provide a variety of unique specialized medical care and services to Medicaid recipients and may include physicians/physician clinics, pharmacies, therapies (occupational, physical, speech), ambulances, nursing homes, hospitals, labs, durable medical equipment and supply providers, etc. The major goals are to assure that medical care and services were rendered to Program beneficiaries and those incidents and practices did not cause a direct or indirect financial loss to the Medicaid Program or to beneficiaries and their families.

    You will also be responsible for the following duties:
    • Conducting on-site and desk audits of Medicaid providers for compliance with state and federal laws, rules and regulations. These audits detect fraud and abuse of the Medicaid Program in order to recover unauthorized Medicaid payments in situations where the Department cannot verify the actual provision of appropriate Medicaid services or the accuracy of the claim.
    • Researching federal and state Medicaid statutes, codes and other regulations and laws to determine and interpret legal provisions and guidelines, which apply to the audit and identify pertinent audit and investigative issues.
    • Preparing final audit reports with recommendations and final amount of overpayment identified.
    • Participating as a team member in strategic planning to develop provider specific strategies to raise the level of program integrity to reduce and/or eliminate fraud, waste and abuse.
    Salary Information

    The starting pay is between $30.00 and $37.00 per hour (approximately between $62,400 and $77,000 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required.

    Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction.

    Job Details

    All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.

    For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.

    Employees must have access to both a private workspace and secure high-speed internet for remote work option. Mileage reimbursement to the employee's headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.

    DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.

    Qualifications

    Minimally qualified applicants will have all of the following:
    • Experience conducting and leading audits.
    • Experience reading, interpreting, and applying policy or Administrative Code towards audits or projects.
    • Experience presenting audit or project results in both written and verbal communications.
    Well-qualified applicants will also have one or more of the following:
    • Experience conducting audits in a hospital or nursing home setting.
    • Experience using software to extract, analyze, or aply data to complete an audit or project.
    • Experience working in a team setting to complete an audit or project.
