    Description

    General Statement

    Under general direction, performs supervisory and administrative professional engineering work in the structural design of reinforced concrete foundations, bridges, buildings, dams, locks and similar structures.

    Essential Job Functions

  • Assigns, coordinates and supervises work done by subordinates; rewards, disciplines, directs or adjusts grievances of other employees or effectively recommends their hiring, transfer, suspension, layoff, recall, promotion or discharge.
  • Assigns work and discusses the scope of the assignment with the project architect/engineer.
  • Supervises the work of the Structural Design Section in the preparation of designs.
  • Prepares written correspondence to the Board of Commissioners, and other departments of the District, outside government agencies and private firms and individuals.
  • Evaluates budgetary needs for the Board of Commissioners, other departments of the District, outside government agencies, and private firms and individuals.
  • Acts or represents Division Head upon request.
  • Analyzes bids made by contractors and makes recommendations.
  • Confers with and coordinates with various divisions and departments to evaluate needs for future projects at District facilities.

  • Reviews designs, plans, and contract bids and makes appropriate recommendations.
  • Meets with various section heads to evaluate budgetary needs for the Section and reviews purchase requisitions.
  • Meets with consultants and contractors to resolve problems related to consultant or construction contracts; reviews invoices.
  • Performs other duties as assigned.

    • Environmental Conditions

    Typical office environment. May use standard office equipment and computer terminals.

    Desirable Knowledge, Skills and Abilities

  • Extensive knowledge of professional structural engineering criteria as it applies to the construction, operation and maintenance of sewage treatment plant facilities, sewage collection systems and flood control systems.
  • Extensive knowledge of structural design principles.
  • Thorough knowledge of the administrative principles involved in directing professional and sub-professional engineers.
  • Thorough knowledge of recent developments, current literature and sources of information in structural engineering.
  • Thorough knowledge of the principles, practices and techniques of wastewater engineering.
  • Thorough knowledge of the principles, practices and procedures of modern office management.
  • Ability to criticize and evaluate professional structural engineering design work.
  • Ability to develop detailed specifications, reports and designs from general outline assignment.
  • Ability to express oneself clearly and concisely, orally and in writing.
  • Ability to solve unusual and complex problems through the adaptation of existing principles and policies.
  • Ability to understand and interpret details of structural engineering design criteria and specifications.

    • Absolute Requirements

    Registration as a Structural Engineer in the State of Illinois.

    Minimum Qualification Requirements

    Graduation from a four-year accredited college or university majoring in civil or structural engineering and eight years of full-time, post-degree structural engineering experience. Four years of this experience must have been in work related to the District's design activities, three years of this experience must have been in the supervision of degreed engineers and one year must have been in an administrative capacity.

    Substitution

    Full-time graduate study in structural engineering may be substituted for the required non-specialized experience on a year-for-year basis to a maximum of two years.

    Promotional Requirement

  • One year of service with the District as a Principal Civil Engineer or Principal Structural Engineer; or possession of a bachelor's degree in civil or structural engineering and one year of service with the District as a Principal Engineer.
  • Civil service status in one of the foregoing classes.
