    USSTRATCOM and NC3 (Nuclear Command, Control, and Communications) Operations Department (N257) provides a whole range of systems engineering, data analytics, architecture design expertise in supporting development of our nation's nuclear and electromagnetic spectrum capabilities.

    N257 is located at Omaha, NE and directly supports USSTRATCOM and NC3 Enterprise Center (NEC) sponsors execute their respective missions.

    USSTRATCOM's mission is to deter strategic attack and employ forces, as directed, to guarantee the security of the U.S. and its allies.

    The NEC's mission is to ensure NC3 operations are "ready to fight tonight," while defining requirement, engineering, and developing the future NC3 concepts and capabilities to deter future threats.


    Job Description:

    This is a 12 STE project that develops future capabilities to support the National Defense Strategy's mandate of instituting Integrated Deterrence measures across the DoD, the Nation, and our allies.

    The work supports an exciting variety of challenges across our sponsor base such as:
    electromagnetic spectrum operations, cybersecurity analytics, network resiliency analysis, and operational and military utility analysis.

    MITRE is directly supporting systems engineering, model-based analysis, agile acquisition approaches and a variety of analytics to evolve the nation's nuclear planning capability to outpace the threats.

    We have been at the start of the standup of a new Joint Electromagnetic Spectrum Operations (JEMSO) Center (JEC) organization and have been applying a variety of systems engineering and analytics to progress that mission across the DoD in support of MITRE's cross cutting priority (CCP) and seedling focus.

    We continue to explore data strategies, applications of unique analysis and technologies across USSTRATCOM's science and technology priorities, to include progressing the DoD's Chief Data Officer's vision and robusting cyber security and zero-trust mandates.

    And we are exploring further opportunities to expand the impact of other MITRE CCPs across STRATCOM's UCP missions.


    Roles and Responsibilities:

    • Provide project leadership, technical contributions, and systems engineering knowledge, nuclear force planning/operations expertise, USSTRATCOM operational/systems architecture development expertise, prototyping leadership, to shape future operating/system paradigms to foster integration of USSTRATCOM's role in a globally integrated Joint enterprise.
    • Familiarity with current USSTRATCOM mission, operations, and challenge areas; able to articulate and recommend work shaping to ensure MITRE pursues high impact work for this CCMD
    • Direct quality oversight and peer review processes for major deliverables of the ~12 STE project
    • Foster strategic and technical leadership as a trusted advisor to the J-Code Directors and USSTRATCOM senior leaders ensuring MITRE working the CCMD's highest priorities and optimally delivering value to them
    • Identify operational or technical gaps in current NC2/NC3, EMS, and USSTRATCOM core mission systems; recommend mitigations for issues associated with fielded or new systems in development
    • Collaborate closely with other MITRE project leaders (to include the NEC, and Service-related projects) to ensure congruence of enterprise-impacting deliverables and objectives
    • Work with N257 Chief Engineer to ensure quality work products are delivered to USSTRATCOM
    • Use MITRE business and financial systems to plan, manage, execute, report staffing, delivery, costs, and financial status of the project/tasks on regular basis throughout the planning year and year of execution ensuring fully delivery off staffing and funding to the sponsor
    • Partner with Department Manager and Chief Engineer to propose future year work program integrating sponsor needs and demands with broader MITRE corporate division, and department goals
    • Serve as a key N257 department leader, coordinating closely with Department Manager, Chief Engineer, as well as other Project Leaders and Group Leaders, to ensure department/division objectives are considered and supported via the work on the project.

    Basic Qualifications:

    • Typically Bachelor's Degree and 10 years of related experience or equivalent in Engineering, Physics, or a technical degree; or 8 years and a Master's degree; or a PhD with 5 years' experience
    • Active TS/SCI
    • Experience and familiarity working with senior government leaders at the general officers and SES level.
    • Working knowledge, familiarity with NC2 Mission Essential Functions (MEFs), core NC2/NC3 key systems, major nuclear force weapon systems, modernization efforts
    • Experience with requirements documentation and program/mission gap analysis and systems engineering application to mission gaps and challenges.
    • MITRE task management experience, to include work shaping
    • Knowledge of MITRE's value proposition, organizational structure, strategy, work programs, and N257/N250 division initiatives
    • Demonstrated ability to independently bring new, innovative solutions to sponsor challenges and strategically advocate for new approaches.
    • Major Command (MAJCOM) or CCMD work experience, nuclear command & control communications experience, warfighter support experience
    • This position has an on-site requirement of 5 days a week on-site

    Preferred Qualifications:

    • MS or higher degree in Physics, Engineering, or a technical degree
    • Experience integrating classified capabilities with Combatant Commands, MAJCOMs
    • Experience in development and application of modeling, simulation, and analysis capabilities and methodologies.
    • Systems Engineering experience in an acquisition program
    • Experience with prototyping, demonstrations, user evaluations
    • 10+ years working in NC2/NC3 mission area
